About the organization and position:
Within the Central Services Administration of HCA, the Division of Legal Services (DLS) provides the people, processes, and expertise to reduce risk while meeting the agency’s strategic goals. The Contracts Office within DLS is managed by the agency’s Contracts Administrator. The Contracts Assistant reports directly to the Management Analyst 5 and provides a variety of contracting support services to the Office of Contracts and Procurement in the development, award, administration, and termination of agency contracts. It may be assigned specialized functions in support of large contracts.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Duties
- Assists Contract Specialists in contract development, execution, and monitoring activities related to the contracts process.
- Prepares contract documents routinely, thoroughly, and accurately in a timely manner.
- Completes the required internal and external review processes for documents so that contracts can be executed in a timely manner.
- Prepares and reviews contract and contract related documents for completeness.
- Contacts customers to secure any missing documents.
- Timely and accurately logs documents into tracking systems based on established office procedures.
- Transmits documents to contractors and internally for review/signature in a timely manner.
- Timely and accurately enters contract information into agency contract management systems.
Qualifications
Qualifying candidates will satisfy one of the following criteria options:
Option 1:
- Bachelor’s degree with major study in business administration, public administration, or closely allied field.
- Associate degree with major study in business administration, or closely allied field, or public administration and
- Two years of technical experience in the development, administration, or termination of contracts.
- Four years of technical experience in the development, administration, or termination of contracts.
Preferred qualifications:
- Advanced experience working in Microsoft Office.
- Experience using Adobe and/or Docu Sign.
- Experience working on an administrative team.
- Expert level data entry skills.
- Ability to communicate clearly and effectively, both oral and written.
- Excellent organization and time management skills.
- Ability to perform proof-reading and editing of complex documents.
- Ability to interpret and convey rules and regulations and legal terminology to broad audiences.
