Description of Job
The purpose of the Technical Support Unit is to implement, monitor, and maintain greenhouse gas and ozone precursor reduction programs under the Air Pollution Control Division's Mobile Sources Program. The unit is tasked with exploring innovative emissions reduction strategies and improving air quality for the citizens of Colorado by reducing motor vehicle emissions, while ensuring program efficiency, cost-effectiveness, and convenience.
What you will be doing
This position will administer all vehicle emissions data systems, ensuring the efficient, secure, and accurate collection, transfer, and storage of emissions testing data. This role requires a blend of technical expertise, strategic oversight, and collaborative teamwork to maintain data systems, ensure data integrity, and fulfill reporting obligations to internal and external stakeholders. The position demands analytical skills and the ability to apply data management principles creatively to improve database performance and maintain data standards.
Job Duties:
Data Systems Management:
- Oversee the administration of vehicle emissions data systems, ensuring accurate, timely, and secure data collection and storage.
- Develop and implement procedures for data transfer, ensuring integrity and accessibility.
- Provide front-line technical support for database issues, investigating problems by replicating and documenting them, and coordinating with vendors and the Governor’s Office of Information Technology for resolution.
- Monitor system performance, manage access, and update staff on database and system statuses.
- Perform quality assurance checks on emissions testing data and facilitate uploads to Microsoft SQL Server via File Transfer Protocol (FTP).
- Fulfill data requests for internal and external partners, ensuring compliance with data governance policies.
Technical Support and System Improvements:
- Collaborate with the Supervisor to develop and maintain SQL Server-based data management systems for the Mobile Sources Program.
- Regularly upload, update, and maintain various datasets, ensuring data integrity through automated procedures and FTP transfers.
- Assist in evaluating and recommending software solutions to optimize data management systems and workflows.
Data Reporting and Compliance:
- Design and generate reports using various reporting tools to ensure vendor compliance with federal and state regulations related to vehicle emissions testing.
- Develop and maintain monthly and annual quality assurance reports for the vehicle emissions inspection program.
- Create ad hoc reports using MS Excel and other reporting software as needed to meet internal and external data requests.
- Evaluate and validate data tables for implementation within the program.
System Evaluation and Testing:
- Participate in the evaluation of software updates and revisions to emissions testing systems, ensuring compliance with operational guidelines.
- Conduct operational testing and qualitative analyses to confirm that emissions testing software meets desired outcomes and adheres to regulatory standards.
- Collaborate with internal teams and external partners to ensure all reporting and data management requirements are met.
Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

In addition to the minimum requirements, the successful candidate in this position will have the following experience:
- Ability to build complex database queries in Microsoft Access or similar software.
- Ability and experience using SQL Server Studio
- Ability and experience making important decisions.
- Ability and experience working as part of a team.
- A pre-employment background check will be conducted as part of the selection process.
- TRAVEL: 8 hours per month for meetings and to evaluate software
