Help change the world and improve the lives of North Dakota citizens by supporting the North Dakota Information Technology (NDIT) Team as a Data Governance Lead. In this role, you will work closely with the NDIT Chief Data Officer (CDO) to implement the vision for statewide data governance.

You will be responsible for:

• Strategic planning for and operations of the statewide data governance program in collaboration with stakeholders across NDIT and various state agencies.
• Developing and communicating statewide data governance policies and best practices that support multiple data domains across state agencies.
• Working with key stakeholders to define and document data quality requirements and metrics; fostering a culture of data excellence by defining and formalizing a data literacy program; and promoting and driving the responsible and ethical use of data.
• Collaborating with state agency data owners, stewards, and custodians to ensure that data is accurate, reliable, and secure.
• Providing guidance for change initiatives related to enterprise data management/governance, such as metadata management, master data management, data lineage mapping, etc.

The Data Governance Lead must demonstrate excellent communication skills and must be able to manage multiple priorities while working in a fast-paced, constantly changing work environment. The successful candidate must possess outstanding leadership abilities to facilitate data governance workgroups and meetings in accordance with established principles. The candidate should have applied experience with data and analytics, critical data elements, data lineage, and business and technical metadata.

This role is open to candidates living in North Dakota and the surrounding states including the border communities of Fargo/Moorhead, Grand Forks/East Grand Forks and similar. Regular travel to Bismarck is required; otherwise work is done remotely from home.

To be considered for this role you must have the following:

• Bachelor's degree AND
• Minimum of five years of experience in data governance/stewardship, data management, or a related area, including the development, implementation, and maturing of a formal data governance program

Preferred Qualifications:

• Experience implementing a formal data governance program in a government setting
• Experience developing data sharing agreements, specifically across data domains, business units, and agencies/organizations
• Experience with data protection, retention, disposal, security, and privacy strategies and solutions
• Working knowledge of government regulatory requirements (HIPAA, FERPA, Europe's GDPR, CCPA, etc.) and emerging trends and issues
• Proficiency in SQL and/or other programming/query languages
• Experience with cloud-based data platforms such as Azure for storing, managing, processing, and analyzing data
• Experience with enterprise data governance solutions including data cataloging and master data management tools
