Work Unit Information:
The Human Resources Office (HRO) provides professional and technical human resources services for the Department and its six divisions. The Department includes approximately 1,500 FTE and 1,000+ temporary employees. The HRO functions include employee selection, job evaluation/compensation, benefits administration, Americans with Disabilities Act As Amended (ADAAA), employee wellness and safety, leave management, training, workforce development, performance management, employee relations, labor relations, risk management, personal services agreements, records management, and consultative services. The HRO ensures that human resources activities are administered in compliance with constitutional and statutory provisions as well as rules and procedures promulgated by the State Personnel Board.
Description of Job
Employee relations issues may include, but are not limited to advising on corrective actions and performance improvement plans, conducting informal mediation, assisting supervisors in documenting progressive discipline, assisting employees in meeting supervisory performance expectations, performance management (assist with writing performance plans and individual performance objectives), and managing the performance management dispute resolution process.
Employee and Labor Relations:
- Conducting and/or participating in mediation and resolution of employee disputes, performance appraisals, grievances, and crafting corrective actions.
- Advises employees and supervisors of their rights and responsibilities in the state personnel system.
- Provides employees and supervisors with factual information about human resource procedures and processes.
- Secures compliance with State Personnel Board Rules and Director’s Administrative Procedures and Statutes.
- Clarifies intent of statutes, rules and human resources policies to gain acceptance and compliance.
- Supports employees and supervisors through DNR’s performance management program/cycle and manages DNR’s performance management dispute resolution process.
- This Employee will support in coordination with HR Specialist IV, Deputy or Director in Employee Relation investigations.
- May help schedule, plan, draft investigation notes, draft investigation summaries and other Employee Relation duties as assigned.
- Position manages and administers various special projects with sound business practices as assigned by the Director and Deputy Director.
- Supports Employee Relations in building reports, scheduling interviews, and keep progress notes on discussions.
- Supports HR Specialist(s) in collecting documentation.
- Supports HR Specialist(s) in data entry for Human Resource functions.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Experience Only:
Five (5) years of relevant experience in an occupation related to the work assigned to this position.
OR
Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to five (5) years.

Preferred Qualifications:
- Prior State or other Governmental HR experience.
- Proficiency in Google Suite.
- Proficiency in Microsoft Word and Excel.
- Proficiency in technical writing.
- Experience in Labor and Employee Relations.
- Ability to work under tight deadlines and adapt to changing assignments.
- Excellent interpersonal and relationship building skills at all levels within an organization.
- Ability to maintain confidentiality of sensitive information in a professional manner.
- Strong analytical, and reasoning abilities.
- Strong organizational and evaluation skills, with keen attention to detail.
- Strong project and time management skills.
- Ability to demonstrate sensitivity and appreciation for diverse viewpoints as well as different communication and work styles in a multi-cultural and inter-generational environment.
- Ability to identify and creatively resolve issues while exercising appropriate judgment.
- Ability to drive and support group, customer, and program initiatives.
- Ability to analyze data and provide recommendations.
- Ability to effectively analyze and present information to colleagues and stakeholders.
- Ability to work well independently as well as in/with a team.
- Ability to research, interpret, and apply policies, procedures, and regulations.

- This is a Remote/Hybrid position - Work is primarily performed from a home office, however the selected candidate will at times report to the office at 1313 Sherman Street - Denver, CO or other locations within the State for meetings, trainings and projects as directed by the supervisor.
Conditions of Employment:

This form must be delivered to the State Personnel Board by email, US Mail, faxed or hand delivered within ten (10) calendar days from your receipt of notice or acknowledgement of the department’s action.
