Description

This role leads small to large software projects involving the overseeing, planning, implementation, and tracking of projects, that aim to modernize and streamline County operations. Responsible for providing training and assistance to software end users.

Essential Functions

• Project Planning and Management:
  • Develops detailed project plans to monitor and track progress.
  • Coordinates internal resources and third parties/vendors for the flawless execution of projects.
  • Ensures that projects are delivered on time, within scope, and within budget.
• Software implementation:
  • Leads the implementation of software systems, including software configuration, customization, and integration with existing systems.
  • Works closely with department heads to understand and meet their needs through the system.
• Stakeholder Communication:
  • Communicates regularly with stakeholders about project progress, plans, and issues.
  • Conducts meetings and presentations to share ideas and findings.
• Risk Management:
  • Performs risk management to minimize project risks.
  • Establishes and maintains relationships with third parties/vendors.
• Quality Assurance:
  • Ensures that all projects are delivered with high-quality standards.
  • Oversees user testing and acceptance processes.

Knowledge, Skills and Abilities

• Knowledge of Project Management competencies.
• Knowledge of the relationship between core infrastructure services, desktop, and server operating systems.
• Knowledge of standards, protocols, and languages used with networking, telecommunications, programming, and database management.
• Skill in providing training in new software use.
• Skill in effective communication, both verbally and in writing.
• Skill in IT Project Management to include scoping, forecasting, tracking and reporting.
• Ability to establish and maintain effective working relationships with other personnel and the public.
• Ability to maintain good time management.
• Ability to demonstrate superior customer service skills.
• Ability to maintain professional and positive working relationships with County officials, department heads, and other personnel.

Education, Experience and Training

• Bachelor’s degree in Computer Science, Information Technology, or related field.
• Proven working experience as a project manager in the information technology sector.
• Excellent client-facing and internal communication skills.
• Solid organizational skills including attention to detail and multitasking.
• PMP / PRINCE II certification is a plus.
• Experience working in a local government setting is highly desirable.
• Valid State of Virginia Driver’s License with a driving record that meets HR Policy requirements.
• Background check and pre-employment drug screen are required.

Other Necessary Requirements
Work is light work, which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Tasks may require the ability to walk or stand for prolonged periods of time.
