REPORTS TO: Reports directly to the Executive Director of BYLT, with a dotted line to the Recreation Lead at the County of Nevada
HIRING RANGE FOR POSITION: $25 - $28 per hour

SUMMARY OF POSITION The RM is a pivotal role that bridges the goals of BYLT and Nevada County. This position requires a blend of strategic planning, project management, and community collaboration to enhance and develop recreational opportunities within the region. With BYLT as the primary employer, the role also integrates key responsibilities from Nevada County, ensuring that both organizations' recreation initiatives are effectively aligned and advanced to benefit the community. The RM will work primarily under the supervision of BYLT, with responsibilities divided between both organizations. This role is designed to align and advance the recreation priorities of BYLT and Nevada County, focusing on strategic planning, project management, and community engagement in the development and maintenance of recreational infrastructure.
SUPERVISION RECEIVED AND EXERCISED Receives direct supervision from the BYLT Executive Director (20 hours/week) and will report to the Recreation Lead at Nevada County (8-10 hours/week). Will work closely with current Trails Coordinator, Bill Haire (who has over 20 years of experience with BYLT and retired from the USFS in 2003) during his transition period to an advisory role. This position will provide direct supervision over contractors and other work crews in the implementation of defined projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES Duties include, but are not limited to:
● Provide management responsibility for planning, implementation, and management of BYLT’s & Nevada County’s recreational projects, programs, and related services including planning, development, and construction of multi-use trail segments, trail infrastructure (parking, signage, restrooms, garbage, etc), and other recreational development opportunities in Western Nevada County and Eastern Yuba County.
● Support Nevada County's Community Development Agency by assisting with education and outreach, grant research, contract administration, and special projects, and tasks that advance the county’s recreation objectives.
● Represent both BYLT and Nevada County in various meetings, coalitions, and public forums to ensure alignment with shared recreational goals.
● Responsible for broad collaboration across a variety of stakeholders to plan and implement priority recreation projects that benefit the broader community including: ○ Local municipalities: City of Nevada City, City of Grass Valley, Nevada County, Yuba County, Yuba Water Agency, Nevada Irrigation District, and elected officials.
○ Government agencies: United States Forest Service, Bureau of Land Management, CA State Parks, US Army Corps of Engineers, and CA Department of Fish and Wildlife
○ Non-profit partners: Bicyclists of Nevada County, Gold Country Trails Council, Truckee Trails Foundation, and others.
○ BYLT staff, board, and volunteers.
● Assist to secure funding for priority projects and act as project manager for grant-funded projects.
● Provide staff leadership to the BYLT Trails Committee.
● Attend all recreation-related County meetings including Western Nevada County Recreation Coalition, Pines to Mines, and South Yuba River Public Safety Cohort.
● Inform and advise the BYLT Board, community groups, and the other partners on local and regional recreational development projects.
● Perform other related duties as assigned.
QUALIFICATIONS
Knowledge of:
● 2+ years experience in recreation planning, trail development, or similar.
● Strong understanding of public administration, policy development, and the functions of local government.
● Working knowledge of bicycle, pedestrian, and recreational trail system planning, design, and construction.
● Working knowledge of contemporary technology, including GIS, digital photography, and Google Drive platforms.
● Knowledge of land conservation practices, and familiarity with federal, state, and local agencies and governmental processes including NEPA and CEQA.
Ability to:
● Work effectively and tactfully with a wide range of individuals, personalities, and public agencies, establishing collaborative partnerships, building coalitions, and developing teams.
● Lead and manage successful team efforts.
● Communicate effectively, both orally and in writing through the use of various public presentation tools.
● Experience in preparing comprehensive reports, grant proposals, and business communications.
● Interpret complex written reports, records, plans, specifications, and technical drawings and communicate findings and analysis including skills in evaluating costs and scheduling, and formulating recommendations for project implementation.
● Travel and to work out of doors in all seasons in a variety of terrain. ● Establish and maintain effective working relationships with those contacted in the course of work
. ● Work independently in the absence of supervision.
PREFERRED QUALIFICATIONS
● Trail system development, management, and programming
● Direct operational experience with federal land management agencies.
● Experience in land use planning, community development, project management, or related experience, in a nonprofit organization or a public agency that includes responsibilities for strategic planning, program planning, budgeting, implementation, and evaluation.
● Rudimentary knowledge of surveying and civil engineering.
PREFERRED SKILLS, KNOWLEDGE, AND EXPERIENCE
A combination of experience and training that would likely provide the required knowledge and abilities is qualifying.
TOOLS AND EQUIPMENT USED
Personal computer, motor vehicle, phone, copy machines. Use of a variety of hand tools used in trail construction and maintenance. GPS, mapping, and other field-based software. Occasional use of power equipment and small pieces of motorized equipment may be used for related trail work.
PHYSICAL DEMANDS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Significant outdoor work is required in the inspection of various trails, the alignment, planning, construction, and maintenance of multi-use trails. Work is in a variety of terrain and weather conditions. Hand-eye coordination is necessary to operate computers, various pieces of office equipment and trail maintenance and construction tools. While performing the duties of this job, the employee is frequently required to talk or hear, sit or stand, use hands to finger, handle, feel or operate objects, tools or controls, and reach with hands and arms. The employee must occasionally lift and/or move up to 75 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus. Ability to work at altitude in an outdoor setting is required.

While performing the duties of this job, the employee will work in outside weather conditions, which may include extreme cold, windy wet and wintery conditions. The noise level in the work environment is usually quiet in the office to loud in the field.
