COMPENSATION &BENEFITS:
0-3% Merit upon successful completion of the probationary period and 0-3% annual merit increases thereafter based upon evaluation score.

Description
Please note, that one of the requirements for this position is having a current Class A Driver's License.Responsible for performing skilled and semi-skilled tasks related to the maintenance and construction work on County highways, roads, secondary roads, auxiliary structures, and right-of-ways.

ESSENTIAL FUNCTIONS

  • Operates a variety of trucks and heavy equipment to construct, repair and maintain roads, properties and structures; hauls materials, and transports vehicles and equipment to job sites using various trucks and transporters; clears County roadways of snow and applies sand, as necessary.
  • Performs traffic control activities, as needed, and observes roadway courtesies; follows safety regulations on all work zone and flagging sites, including placing barricades and cones; reports safety hazards and traffic problems; performs tasks in the interest of public safety and property protection during emergencies.
  • Repairs roadway surface failures and potholes; seals cracks in pavement, maintains secondary roads and shoulders, and grades; waters and rolls gravel; sweeps and cleans roads as necessary; transports materials to work site and completes required daily logs and reports.
  • Maintains drainage systems, including flow lines, curb and gutter, drop inlets, and culverts; installs culverts at proper elevation to ensure efficient flow of water in all drainage appurtenances; clears and removes litter/weeds from roadside drainage.
  • Inspects, cleans, and performs routine maintenance work on all road-utilized equipment; identifies and reports mechanical problems requiring additional repair.
  • Ensures that safety rules and regulations are adhered to, and that the work zone and all equipment are in safe operating condition.
  • Performs routine pavement markings, painting, and maintenance; performs maintenance on road signage; performs manual labor assignments as needed.
  • Inspects, cleans, and performs routine maintenance on road equipment, hand, and power tools; identifies and reports mechanical problems requiring additional repair.
  • Maintains records of work performed and materials used.
  • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a team.
  • Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and Experience:
High School diploma/GED; AND two (2) years of general public works maintenance experience (could be considered general road construction); OR an equivalent combination of education, training and experience.
Required Knowledge and Skills
Knowledge of:
  • Use and minor maintenance of commonly used hand and power equipment/tools.
  • Safe work methods and safety regulations pertaining to the work.
  • Shop mathematics.
  • Basic record keeping practices.
  • Methods and materials used in above-ground and underground facilities maintenance and repair work.
  • Methods and practices of pavement maintenance and repair.
  • Operation and capability of various vehicles and construction equipment.
  • Techniques of cement construction, pouring and finishing.
  • Communicating effectively in oral and written forms.
Skill in:
  • Safely using and maintaining hand and power tools related to the work.
  • Performing general maintenance work, individually or as a member of a crew, in various areas.
  • Safely operating construction vehicles.
  • Making accurate arithmetic calculations.
  • Reading and interpreting plans, maps and instructions.
  • Understanding and following oral and written directions.
  • Preparing basic records and reports of work performed.
  • Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.
  • Using welding, cutting torches and other related fabrication tools.
REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:
  • Current Class A Driver's License.
  • Tanker endorsement within six (6) months of date of employment.
  • Flagging and Work Zone Safety certifications within six (6) months of date of employment.
  • OSHA 10 Certification within six (6) months of date of employment.
  • May require ATSSA certification within 6 months of employment.

Work is subject to exposure to extreme weather conditions, hazardous chemicals, electrical currents, gases, noise, dust and noxious odors.
CONDITIONS OF EMPLOYMENT:
  • Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

Douglas County contributes 33.50% of an eligible Regular Member and 50% of an eligible Police and Fire Member's salary for retirement. Deferred Compensation Plans – Employees can participate in the VOYA Retirement Plans, which is funded by the employee.

Paid Leave
12 paid holidays per year. Generous paid leave accrual's including 96 hours sick annually, begin accruing 120 hours annual leave each year. The County has rich benefits plans to choose from: Preferred Provider (PPO) and Health Savings Account (HSA) with supplemental benefits to include: prescription plan, dental plan, vision, life insurance opportunities, cancer insurance, and disability insurance. Compensation
Douglas County's compensation system is based on Pay for Performance wherein employees are eligible for annual performance evaluations. The current structure consists of merit increases up to 3% on a qualifying employee's anniversary and Cost of Living Adjustments based on the Consumer Price Index during the first pay period of each fiscal year. The COLA will be up to 5% depending on the CPI each year. Additionally, eligible employees can be recognized for outstanding performance, above and beyond the call of duty, and receive additional compensation through the Recognition of Excellence Program.
