COMPENSATION & BENEFITS INCLUDE:

  • 0-3% Merit upon successful completion of the probationary period and 0-3% annual merit increases thereafter based upon evaluation score.

    Benefits include:

    • Retirement: Participation in the Nevada Public Employee Retirement System is (PERS), 33.5% employer-paid.
    • Vacation: Accrued at the rate of 4.6154 hours per pay period, or 120 hours per year (increase with years of service).

DESCRIPTION

Responsible for direction and coordination of the maintenance and development of all County parks facilities as well as the County's weed control divisions.

ESSENTIAL FUNCTIONS

  • Plans, organizes, administers, reviews and evaluates the work of assigned staff.
  • Recommends selection of staff; trains staff and provides for their professional development; administers discipline as required.
  • Develops and implements goals, objectives, policies, procedures and work standards for the division; prepares and administers the division's budget.
  • Contributes to the overall quality of the division's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
  • Develops comprehensive programs based upon community and/or department needs; assesses such needs through assessment techniques.
  • Coordinates the work of the division with that of other divisions in the Community Services Department; ensures that programs maximize use of facilities by the public; initiates and confers with departmental staff regarding facility and program development and marketing.
  • Organizes and participates in program coalitions and partnerships with other local, state, private and public agencies.
  • Prepares, negotiates, reviews and administers contracts for program execution; ensures that budgetary guidelines are followed; coordinates with facility construction, maintenance and repair activities.
  • Responds to and resolves sensitive citizen inquiries and complaints.
  • Directs the conduct of and conducts analytical studies; develops and reviews reports of findings, alternatives and recommendations; directs the maintenance of accurate records and files.
  • Oversees the operations of the County's weed control program; monitors noxious weed control efforts on private, County, State and federal property; prepares public information material; coordinates activities with State Department of Agriculture.
  • Prepares and directs the preparation of a variety of written manuals, procedures, correspondence and periodic and special reports regarding work performed.
  • Monitors and interprets changes in laws and regulations related to division activities; recommends and implements procedural modifications to ensure that activities reflect current legal requirements.
  • Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and Experience:
Bachelor's degree in ornamental horticulture, park management, or a field related to the work; AND four (4) years of experience in park maintenance or landscape work, two (2) years of which were in a supervisory/managerial role; OR an equivalent combination of education, training and experience.
Required Knowledge and Skills
Knowledge of:
  • Administrative principles and practices, including goal setting, program development, implementation and evaluation, and the supervision of employees.
  • Principles and practices of developing teams, motivating employees and managing in a team environment.
  • Principles and practices of budget development and administration.
  • Principles and practices of parks facilities program management.
  • Methods and techniques of community parks use and needs assessment.
  • Safety practices, safe work methods and safety regulations pertaining to the work.
  • Computer applications related to the work.
  • Applicable laws, codes and regulations.
  • Correct business English, including spelling, grammar and punctuation.
  • Techniques for dealing with the public, in person and over the telephone.

  • Skill in:
  • Planning, organizing, supervising, reviewing and evaluating the work of others.
  • Training others in policies and procedures related to the work.
  • Creating, planning, implementing and managing a wide-range of programs.
  • Developing and implementing goals, objectives, policies, procedures, work and safety standards.
  • Developing effective work teams and motivating individuals to meet goals and objectives and provide customer services in the most cost effective and efficient manner.
  • Interpreting, applying and explaining state and local laws, regulations and policies.
  • Directing the maintenance of accurate records of work performed and actions taken.
  • Preparing clear and concise reports, correspondence and other written materials.
  • Using initiative and independent judgment within established policy guidelines.
  • Communicating effectively in oral and written forms.
  • Dealing successfully with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone.


REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:

  • Valid Driver's License.

Retirement – Public Employees' Retirement System of Nevada
Douglas County contributes 33.50% of an eligible Regular Member and 50% of an eligible Police and Fire Member's salary for retirement. Deferred Compensation Plans – Employees can participate in the VOYA Retirement Plans, which is funded by the employee.

Paid Leave
12 paid holidays per year. Generous paid leave accrual's including 96 hours sick annually, begin accruing 120 hours annual leave each year. Administrative leave of 5 days or 3 days annually applies to some positions. The County has rich benefits plans to choose from: Preferred Provider (PPO) and Health Savings Account (HSA) with supplemental benefits to include: prescription plan, dental plan, vision, life insurance opportunities, cancer insurance, and disability insurance. Benefit eligibility is the 1st of the month following 30-day waiting period or 60 days, depending on the position. Compensation
Douglas County's compensation system is based on Pay for Performance wherein employees are eligible for annual performance evaluations. The current structure consists of merit increases up to 3% on a qualifying employee's anniversary and Cost of Living Adjustments based on the Consumer Price Index during the first pay period of each fiscal year. The COLA will be up to 5% depending on the CPI each year. Additionally, eligible employees can be recognized for outstanding performance, above and beyond the call of duty, and receive additional compensation through the Recognition of Excellence Program.
