The Opportunity:
Use your planning skills to help make Multnomah County more disaster resilient!
Make an impact by joining us as a Senior Emergency Management Planner in Oregon’s most populous county. You will lead and develop equitable and inclusive plans using a whole-community approach to prepare for, respond to, recover from, and mitigate against disaster events.

You will work in a flexible environment and be a part of a small, professionally-diverse team within a large government organization. Planners at the Multnomah County
Office of Emergency Management
(MCEM) collaborate with the Operations and Logistics Divisions within the office and support Multnomah County’s many services across a number of departments to build a safe, healthy and vibrant community. MCEM’s mission is to be Disaster Ready: Everyone, Everywhere.
The primary responsibilities will include:
  • Project Management and Plan Writing: Manage highly complex planning projects through procurement, development, implementation, monitoring, evaluation and process improvement. Prioritize/assign work and monitor project progress to ensure completion within timelines and budget. Write emergency management plans and lead planning processes through meeting facilitation, public engagement and internal and external stakeholder support. Align and integrate departmental plans with other county plans, policies, procedures, governmental policies, and complex planning principles.
  • Collaboration: Align emergency management plans into daily operations, working closely with other departmental divisions. Work closely with county governmental partners, including cities, unincorporated communities, and special districts. Support other office activities, including emergency response, training and exercises, community preparedness and other local resilience-building opportunities. Represent Multnomah County at local, regional, and state emergency management meetings and projects.

The successful candidate will demonstrate the following competencies:
  • Experience leading and managing the development and maintenance of complex plans that meet federal, state and local requirements. This includes developing a planning team, project scoping, procuring services, developing timelines and milestones and engaging the public to understand community needs and create collaborative projects. Experience evaluating, interpreting and explaining relevant statutes, rules and policies to ensure plan and project alignment.
  • Familiarity with emergency management principles, including Federal Emergency Management Agency (FEMA) requirements and the Code of Federal Regulations.
  • Advanced written communication, including preparing clear, concise, and comprehensive reports, studies and plans that translate complex data-driven concepts and hazard risk messaging to a wide range of stakeholders.
  • Ability to maintain active listening in emergencies and other fast-paced environments to understand stakeholder needs and continue human-centered and trauma-informed processes and procedures. Able to conduct response work with these values within the Incident Command System (ICS) during disaster events.

  • Experience with technology programs, including but not limited to: Google Suite, Microsoft Suite, and other professional applications.
Position Type
All positions with the Office of Emergency Management are designated as essential personnel and required to work during many types of emergency situations, including severe inclement weather. This may require irregular work hours and work at locations other than the primary work location. This position currently has a hybrid work environment of in office and working at home, the schedule of which may be impacted during emergency responses.

Minimum Qualifications/Transferable Skills*:
  • Bachelor’s degree or equivalent related work experience.
  • Three (3) years of experience in managing complex, long-term projects and writing detailed technical reports or plans.
  • An interest in promoting a culture of respect, inclusiveness, and appreciation of diverse perspectives, backgrounds, and values, both within the department and with external partners.
  • Stakeholder experience that includes community engagement and inter-organizational coordination.
  • A valid driver’s license.
  • Pass background and professional reference checks.
  • Ability to complete required National Incident Management System (NIMS) courses (IS 100, 200, 700 & 800) within 6 months of hire.
  • Ability to complete the FEMA Professional Development Series Certification (IS-120, IS-230, IS-235, IS-240, IS-241, IS-242, & IS-244) within one (1) year of hire.

  • Additional one (1) or more years of experience in managing long-term projects and performing detailed technical writing.
  • Experience responding to emergency events and/or participation in emergency exercises.
  • Knowledge of natural and man-made hazards and how those hazards affect both rural and urban environments.
  • Work experience with principles and practices of Emergency Management with knowledge areas including, but not limited to: the National Incident Management System (NIMS) and Incident Command System (ICS), National Response Framework (NRF), Continuity of Operations (COOP), emergency management experience in contexts of public health, mass care/human services, communications, or other topics.
  • Methods of and experience engaging communities in culturally appropriate ways, including those with access and functional needs, diverse racial and ethnic communities, and other underserved and underrepresented communities.
  • Transferable Skills: Your transferable skills are any skills you have gained through education, work experience (including the military) or life experiences that are relevant for this position.
