Typical Duties
THE DEPARTMENT
TCAG is committed to improving the quality of life for residents and visitors throughout Tulare County, creating regional plans and building regional projects. We coordinate regional transportation programs to make getting around easy and convenient. We have improved air quality and strive to continue to meet national standards. We responsibly use the extra hard earned tax dollars that the people of Tulare County bring in to us from the passage of Measure R under the supervision of the board and citizen’s review committee. We address current and future multi-model transportation needs and possibilities with a forward-thinking approach. We gather important data which is used by the census and the public to properly forecast housing and transportation needs. We also manage the abandoned vehicle program for the county and do a whole lot more. We are thrilled to be a part of one of the largest agricultural centers in the world and are preparing the region for forecasted growth predicted to make Tulare County the fastest growing region in California.
THE POSITION
Tulare County is actively seeking an experienced Finance Executive with a significant background in financial complex fiscal and business operations. This innovative, enthusiastic, collaborative, and results-oriented leader will have a strong service orientation, be an effective and fiscally strong manager and bring outstanding visionary, communication, interpersonal and consensus building qualities to the County of Tulare. The ideal candidate will be dedicated to serving the residents of a geographically large and rural county in central California. This position provides oversight regarding administrative operations of TCAG; direct and supervise professional staff to ensure the proper administration of facilities, programs and services; formulate, disseminate and enforce agency policies and procedures; develops and manages the agency budgets and regularly reviews budget status throughout the fiscal year; and interface with various boards and regulatory agencies, other local governments and agencies, County departments, community partners, and regional and state organizations. This is an At-Will position which receives general administrative direction from the TCAG Executive Director.

- Experience that demonstrates a complete understanding of planning, develop, organize, analyze and direct a variety of specialized administrative service functions in the areas of fiscal compliance for an agency having several subdivisions with complex financial, fiscal and business operations.
- Formulate departmental policy in administrative services (maintenance of facilities, and business activities), and business management (controlling, leading, monitoring, organizing and planning).
- Build and manage effective and streamlined administrative/financial systems, including financial, accounting, and human resources.
- As a member of the management team, the director will be involved in strategic planning, budget control, financial evaluation, and financing strategy.
- Confer with member agencies, other Counties, County Departments, and Federal and State agencies and staff on a variety of administrative and fiscal services issues.
- Review current and new legislation and recommended appropriate procedural/policy improvements and/or changes.
- Make or recommend changes in systems and procedures to maintain compliance with regulations and to improve delivery of service.
- Read, comprehend, interpret and explain complex legal and technical documents, reports, rules, regulations and legislation.
- Reconcile general ledger monthly, prepare monthly, quarterly and annual state, federal and private billings.
The ideal candidate will have graduated from an accredited four-year college or university with a bachelor’s degree in Accounting, Public, or Business Administration; possess four (4) years of experience in complex fiscal administration that includes accounting responsibilities, bonding, sales tax measures, and transportation funding, inclusive of two (2) years of experience in a supervisory capacity.

The salary range for this position is $140,000 – $156,880 Annually*

THE COMMUNITY
Centrally located within the State of California, Tulare County is situated in a delightful and geographically diverse region. The County includes an area of 4,863 square miles. Mountain peaks of the Sierra Nevada range rise to more than 14,000 feet in its Eastern half. Meanwhile, the extensively cultivated and very fertile valley floor in the Western half, has allowed Tulare County to become the top producer of agricultural commodities in the United States. In addition to substantial packing/shipping operations, light and medium manufacturing plants are increasing in number and are becoming an important factor in the County’s total economic picture. The County has a growing population of 477,544. The Eastern half of the County is comprised primarily of public lands within the Sequoia National Park, National Forest, and the Mineral King, Golden Trout, and Dome land Wilderness areas. Opportunities for all-season outdoor recreation include hiking, water and snow skiing, fishing, and boating. Visalia, the County seat, is the gateway to Sequoia National Park and a variety of recreational activities. The City, with a population of 143,966 is within a four-hour drive of either San Francisco or Los Angeles, and approximately two-hour drive to California’s central coastline. THE COUNTY OF TULARE
The County of Tulare is a General Law County created by the State Legislature in 1852. It’s 5,000 employees are dedicated to providing services to over 477,544 residents. The County is governed by a five-member Board of Supervisors elected by districts for four-year terms. There are no term limits. Health Insurance: A choice of PPO and HMO medical plans which include PPO or HMO dental plans which include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).
Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave: 12 set days and 1 personal holiday.
Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
FLSA exempt employees accrue an additional 5 days of vacation per year.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.
Group Term Life Insurance and AD&D: $50,000; Provided by Standard Insurance Company.
Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled. Provided by Standard Insurance Company.
