Description of Requirement
The Job Corps Program has been in existence since 1964, is funded by Congress, and administered by the U.S. Department of Labor (DOL). The USFS operates 24 JCCCCs, located throughout the United States, through an Interagency Agreement with DOL. Job Corps is a voluntary residential and educational workforce training program for disadvantaged youth. Students are required to be between the ages of 16 and 24 upon entry into the program. The students live on the centers which are open 24 hours a day, seven days a week, and 365 days a year. USFS centers generally serve approximately 150 full-time students. Job Corps’ mission is to provide students with the academic, career technical and employability skills necessary to be placed in an entry level job enter the military or pursue further education. Job Corps’ curriculum integrates academic and career technical training. Academic training includes General Educational Development (GED) and accredited High School Diploma programs. Career technical training includes instruction in a variety of industry clusters, including construction, manufacturing, healthcare, business, hospitality, natural resources and information technology. Job Corps is a self-paced, open-entry/exit program where students are continuously arriving and separating. The average student enrollment period is little over 1 year.)
Location: Angell Job Corps Center 335 NE Blodgett Road Yachats, OR 97498.
Instructor Work Schedule
The work schedule is 40 hours, five days a week (Monday to Friday) from 7:30 AM to 4:00 PM, for 52 weeks per year, excluding Federal holidays and student break periods. The work schedule can be adjusted at the Center’s discretion, but shall not exceed 40 hours per week. Lunch break is non-paid 30 minutes per day. The instructor will coordinate with Center staff to determine the appropriate time to take lunch.
Qualifications
  • Current state licensure or certification in a related field or certification through a professional trade organization (e.g., ISA, TCIA)
  • Two years previous teaching or instructional experience in an educational setting
  • Ability to work with youth (ages 16-24)
  • Must maintain valid state and U.S. government driver’s license
  • Strong communication skills, both verbal and written, with the ability to engage students effectively
  • Proficiency in utilizing technology and educational tools to enhance the learning experience
  • A commitment to continuous improvement and professional growth in the field of technical education
DUTIES:
1. Participate in the Evaluation of Student Progress Panels (ESP) whenever students assigned to the vocational training classes under this contract are involved which will include timely entry of student evaluations in the Center Information System (CIS). It is expected that the Contractor staff will work with Center staff in developing schedules for evaluation panels that will result in a minimum disruption to classes. Evaluation panels will be scheduled during working hours.

2. Maintain a membership in the Career Technical Skills Training (CTST) committee, within their normal hours.
3. Review all student profiles weekly, as provided, to ensure progress updates are timely, accurate, and recorded.
4. Verify, maintain, update, and be responsible for the Training Achievement Records (TAR/e TAR).
5. Follow Center student record-keeping procedures.
6. Use criterion-referenced measurements to verify student’s competency in each skill area. 7. Use the e TAR to document student progress in the program using the Center Information System.
8. Work closely with the Center's teachers to modify or to adjust course material to the student's level of learning. Applied Academic principles shall be utilized to achieve these goals.
9. The instructor will notify center management, in advance of student’s completion or readiness for placement, as required by Career Transition Period (CTP) guidelines
11. Be involved in other facets of the Center program (Social Living and Education) from time to time in order to keep the staff well informed and integrated with other program areas.
12. Provide transportation to and from the Center.
13. The Government shall advise the vocational instructor hereunder of anticipated termination of students assigned to his/her program whenever possible. The Contractor hereunder has the primary placement responsibility for students completing the vocational training programs unless the Government has implemented additional resources for placement responsibility.
14. The contractors shall follow the center procedures for the assignment of the student to career technical programs.
15. Unless the center physician determines participation in a particular program would be a direct threat to the student, other students and/or the instructor, the condition of a student’s health shall not be a factor affecting his/her participation in Urban Forestry. The contractor is not authorized to collect information, formally or otherwise, regarding the health/disability status/history of a potential enrollee, or a student who has or has not, as yet, entered into Urban Forestry
16. Instructors shall advise the Work Programs Officer if issues arise in the trade as soon as practicable, with adequate documentation. The Work Programs Officer will make the determination of the follow up actions needed to remedy the issue.
17. Urban Forestry Instructors are expected to serve as role models for students. Any abusive or other inappropriate behavior by instructors towards students or staff, failure to properly supervise students and maintain order, effectiveness, and safety, or disregard center rules, will not be tolerated and will be reported by the center to the Contractor for corrective action.
18. Urban Forestry Instructors are expected to support and participate in pre-planned, scheduled activities/projects that have been established by Center Management and staff to support center goals and objectives.
19. The contractor and instructors shall fully support the functioning of the Center Industry Council.
20. Urban Forestry instructors shall notify the appropriate center staff when students are within 90 days of career technical training completion.
21. Instructors shall average a 15% monthly TAR completion each month per student, or work with the Center Director/WPO on determining each student’s progress and ensure each student is able to reach required quarterly Work Based Learning hours
