This posting will be used to fill one (1) permanent, full-time position. The position is classified and is represented by a union.
Work Location: Salem/Marion or Portland/Multnomah; hybrid position
What you will do!
The primary purpose of this position is to collaborate with Division leadership, subject matter experts and cross-agency partners to adopt, adapt, and/or enhance Division-specific workforce development and workforce equity activities and strategies. This position will facilitate Division efforts and commitment to embed principals of equity, anti-racism, and accessibility in all workforce development and workforce equity activities and strategies and assure that guidance from OHA’s Strategic Plan, OHA’s Equity Advancement Leadership Team (EALT), the E&I Division, and OHA Human Resources (HR) is integrated at the Division level.
In alignment with direction and decision-making of Division leadership, and in collaboration with Workforce Development & Engagement Specialists (LDS2), this position will maintain and socialize Division-specific processes, guidelines, and workflows associated with recruitment, onboarding, and orientation of new employees. This position will engage in iterative cycles of continuous improvement, inviting and coordinating pilots and iterative tests of change to refine tools, templates, and other resources to streamline and improve user experience in implementing workforce development and workforce equity activities and strategies within the Division.
This position will support Division leadership and Manager in establishing Division-specific workforce equity action plan and priorities, co-facilitating, and providing project management and coordination for Division-specific workforce equity advisory/work group(s) and associated activities and strategies.
This position will develop, maintain, and socialize qualitative and quantitative data dashboards – utilizing Smartsheet – that demonstrate progress on workforce development (recruitment, onboarding, retention) and workforce equity strategies, goals, and outcomes.

WHAT WE ARE LOOKING FOR:
Minimum Qualifications
Any combination of experience and education equivalent to five years professional-level evaluative, analytical and planning work.
Example:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.
Desired Attributes
  • Evidence of ongoing development of personal cultural awareness and humility, and knowledge of social determinants of health and their impacts on health outcomes.
  • Experience supporting the implementation of policies, projects and programs at the community, state, and/or national level that promote equity and inclusion and address systemic health disparities, with an emphasis on integrating the voice of consumers with lived experience.
  • Experience factoring in the perspectives of diverse populations most harmed by social injustice and inequities including communities of color, immigrant groups, the disability and neurodivergent communities, veterans, older adults, individuals identifying as LGBTQIA2S+ and other communities that have been traditionally marginalized.
  • Demonstrated project management experience, including ability to effectively manage multiple project timelines, plans, and deliverables.
  • Experience developing and providing planning tools, documents, data, and meeting coordination to facilitate collaboration and decision-making.
  • Strong communication skills across a variety of forms that demonstrate the ability to facilitate appreciative inquiry, foster trust and transparency, and promote human-centered change management.
  • Ability to demonstrate advanced Microsoft Excel, Word, Power Point, Visio and Outlook skillset; and skilled use of collaboration tools such as Microsoft Teams, Share Point, and Smartsheet.
  • Demonstrates skills in the following areas:

    • Data Synthesis, Analysis and Reporting
    • Project Management
    • Expert level Technical Assistance
    • Strong Oral and Written Communication
