This posting will be used to fill one (1) permanent, full-time position. This position is classified and are represented by a union.
Work Location: Salem/Marion; hybrid position.

What you will do!
These positions are part of the Oregon Health Authority’s Medicaid Division Coordinated Care Organization (CCO) Operations section. A coordinated care organization is a network of all types of health care providers (physical health care, addictions and mental health care and dental care providers) who work together in their local communities to serve people who receive health care coverage under the Oregon Health Plan (Medicaid). Today, there are
16 CCOs
operating in communities around Oregon.
This position will be engaged in a variety of initiatives related to monitoring and improving health services under Oregon’s health system transformation. The primary purpose of this position is to support data systems and measurement efforts for the Quality Assurance and CCO Operations units. The position will make recommendations about, and in consultation with other units, plan and implement complex operational improvements related to Managed Care Organization (MCO) performance monitoring data systems to improve the accuracy, completeness, timeliness, and usefulness of data. This position will make significant contributions to strategic planning and implementation efforts related to data and information to promote the triple aim of better health, better care and lower costs by means of improved and streamlined data collection and management.
This position will need to work across units, including the Information Systems Unit, the Actuarial Services Unit, and the Health Policy and Analytics Division, to assist with data analysis and reporting MCO performance. Issues and recommendations within the purview of this position are highly visible and potentially controversial to the affected health care constituents, state agencies, and the Governor’s office.

WHAT WE ARE LOOKING FOR:
Minimum Qualifications
Any combination of experience or education equivalent to seven years of experience professional-level evaluative, analytical and planning work.
NOTE:
A degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the Health Systems or Public Health will substitute for some required experience:
  • An Associate’s Degree is equal to 18 months of experience.
  • A Bachelor's Degree is equal to three years of experience.
  • A Master’s Degree is equal to four years of experience.
  • A Doctorate Degree is equal to five years of experience.
Desired Attributes
  • Experience with health outcomes research, health care delivery systems research (particularly data warehouse or quality in health systems projects), or experience using health care expenditure, utilization, quality and outcomes data in large information systems.
  • Extensive knowledge of programming languages preferably Python and SQL.
  • Knowledge and experience with geo mapping and Arc GIS software.
  • Knowledge and expertise with Power BI or similar data visualization platforms.
  • Experience in advancing health equity, addressing systemic health disparities, and collaborating with diverse populations most harmed by social injustice and inequities; including effective delivery of culturally responsive and inclusive services, evidence of ongoing development of personal cultural awareness and humility, and knowledge of social determinants of health and their impacts on health outcomes.
  • Experience developing, implementing policies and programs at the community, state, and/or national level that promote equity and inclusion and reduce disparities, with an emphasis on integrating the voice of consumers with lived experience.
  • Specific knowledge of Oregon Administrative Rules and Oregon Revised Statutes, other applicable regulations, and program requirements.
  • Knowledge of health services delivery systems, particularly the Oregon Health Plan/ Medicaid Administration in Oregon, and experience in working with Community Mental Health Programs, Behavioral Health Service Providers, Coordinated Care Organizations or other managed care entities and their leadership to guide operations and policies.
  • Knowledge and experience with Centers for Medicare and Medicaid Services (CMS) waiver and demonstration projects.
  • Ability to demonstrate advanced Microsoft Excel, Word, Power Point and Outlook skillset; and skilled use of collaboration tools such as Microsoft Teams, Share Point, and Smartsheet.
  • Experience in producing written reports, experience in presenting data for lay audiences / data visualization / data analysis / information summarization with corresponding software expertise.
  • Ability to provide organizational leadership to support inter-and cross-agency collaboration and systems-wide changes that support advocacy, equity, and client-centered policies and solutions.
  • Strong communication skills across a variety of forms that demonstrate the ability to facilitate appreciative inquiry, foster trust, and transparency, and promote human-centered change management.
