About the role:
The Finance and Investment Services team leads the development of budget strategy; provides financial, grant, procurement and contract management advice, services, and support, whilst ensuring the management of public funds is aligned with Government legislation and the Department’s Enterprise Plan.
The Manager, Procurement and Contracts is responsible for ensuring that value for money is realised, contracts are administered efficiently, and risks are managed appropriately across the department.
The incumbent leads the development of strategic procurement policy and advice and represents the department in senior level committees and/or inter-agency forums pertaining to procurement. The incumbent is responsible for the provision of high-level specialist advice and leadership, implements control measures to effectively manage commercial risks and ensures the delivery of efficient and effective procurement and contract management processes that comply with Treasurers Instruction 18 and Procurement Services SA policy requirements.
Key Competencies:
To apply and succeed in the role, you will have:
  • Experience in Procurement and Contract Management and implementing strategies to achieve business change, stakeholder satisfaction and value for money outcomes.
  • Successful record of identifying customer needs and developing related solutions and maintaining sound stakeholder relationships.
  • Demonstrated experience in providing expert advisory and consultation services at a senior level, including interpretation and application of policies and legislation.
  • Experience in leading staff in a performance and continuous improvement culture.
  • Ability to take initiative and make sound procurement and contracting decisions based on an analysis of risk and business needs.
  • Ability to think strategically, analyse complex issues, innovate, develop efficient systems, exercise sound judgement and resolve problems.
Remuneration:
Competitive salary ($121,107 min - $125,679 max pa) plus superannuation.

Qualifications:
  • Essential: Nil
  • Desirable: Formal qualifications in Information Systems, Business, Procurement or Financial Management are highly regarded.
Special Conditions:
  • The role will be offered full-time (1.0 FTE), ongoing.
  • Satisfactory Department of Human Services Criminal History Check or National Police Check (NPC) required prior to employment.
