About the role:
The People and Culture team are strategic partners to our business and enable our people to support the delivery of economic growth in South Australia. We do this by shaping a vibrant, connected ‘one enterprise’ culture and creating a positive employee experience to enable our people to reach their full potential and perform at their best within a safe and inclusive environment.
As an experienced leader within our People and Culture function, you will lead and be part of a team that plays a crucial role in the ongoing development of our organisatoinal culture, capability and workforce strategy. You’ll lead the design and successful implementation of a range of organisational development strategies and initiatives across the employee lifecycle, including employee engagement, learning and performance, leadership development, diversity and inclusion, managing organisational change, and fostering a culture that values every employee and the skills and experience they can contribute to the success of our department.
You will also be a key representative of our department in whole of government HR and OD networks and forums. You’ll be a strong collaborator who naturally sees how things fit together to link organisational development initiatives and support to wider People and Culture priorities and offerings to deliver high quality business outcomes.
Key Competencies:
To apply and succeed in the role, you will have the ability to:
- Strategically lead and deliver a range of workforce and organisational development programs and initiatives which contribute to the achievement of strategic and operational directions of the department.
- Provide expert advice and support within the People and Culture team and wider department relating to organisational development and strategic human resources, governance methodologies and frameworks to evaluate and improve organisational capability and culture.
- Provide expertise and leadership in the development and implementation of departmental and whole of government organisational development programs, including learning and performance development, diversity and inclusion, leadership and management development, workforce planning and analytics, organisational culture and engagement, and employee wellbeing.
- Develop strategies to ensure that organisational learning and development requirements are linked to employee performance and development processes for effective capability building and talent management, including design and delivery of internal training.
- Lead organisational change management approaches through acting as a change agent to support the development and implementation of change management programs, participating in corporate decision making and policy development, and leading initiatives which impact on the culture and organisation of the department.
- Provide specialist project management leadership and advice to ensure delivery of critical and complex organisational development projects that are expertly planned, implemented and led to meet departmental objectives.
- Provide high-level analysis and advice in relation to sensitive and contentious organisational development and human resources issues, including providing advice in the form of briefings and strategic papers.
Competitive salary ($127,859 pa) plus superannuation.

- Desirable: Appropriate tertiary and/or post graduate qualifications in management, psychology, human resources, organisational development, or a related field.
- The role will be offered full-time (1.0 FTE), initial 24-month term contract.
- Satisfactory Department of Human Services Criminal History Check or National Police Check (NPC) required prior to employment.
