About the team
The Sovereign Capability & Supply Chains (SCSC) Division supports Australian industries to be sustainable, resilient and help them grow to reach their full potential. The Industry Participation and Major Projects Participation Branch is responsible for key Government initiatives and policies including the Australian Industry Participation (AIP) policy and supporting the AIP Authority as a Regulator, the Major Projects Facilitation Agency, the Buy Australia Plan and the emerging responsibilities through Future Made in Australia legislation and implementation.
The Industry Participation Policy team is responsible for policy and the implementation of the Commonwealth Australian Industry Participation (CAIP). CAIP is a procurement and grant connected policy that seeks to maximise opportunities for Australian businesses to have full, fair and reasonable access to subcontracting for large projects that have Commonwealth investments and procurements. We are a geographically located and diverse team that champions flexible working arrangements and we value your whole self. We work with Commonwealth entities and project proponents and State and Territory counterparts under a National Framework. We also manage the department’s relationship with, and funding to, the Industry Capability Network Limited.

We are looking for a motivated, creative and responsive person to join our team. An interest in evidence-based policy reform and implementation is valued. You will grow and learn by working closely with industry, Australian Government agencies, state and territory agencies, and various Australian Government agencies.

- experience or demonstrated ability in leading a team to deliver on strategic priorities.
- policy experience in any of industry participation/capability, major infrastructure projects or other related topics would be an advantage.
- Prior experience with delivery of regulatory functions and/or project management is desirable but not essential.
What you will do
EL1 Assistant Manager duties are shared in the team and include:
- Provide leadership, guidance and mentoring for junior staff.
- Help shape strategic thinking and direction for the team.
- Interpret, draft and review policy advice, including minutes, briefings and reports for the Executive and the Minister.
- Oversight and manage a sub-team responsible for handling all CAIP enquiries and assessments, including monitoring and reporting on progress and escalating issues.
- Develop and maintain positive relationships with a range of stakeholders with an interest in AIP policy.
- Generate new ideas approaches and strategies, and continue implementation on a range of business improvements currently underway
- Represent and promote the views of the agency at cross-agency meetings and other forums.
- Manage and implement a Governance strategy, Monitoring and Evaluation strategy, and support collection of evidence to contribute to policy advice and measure its effectiveness.
Eligibility
To be eligible for employment in the APS and the department, candidates must be Australian Citizens.
Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.
