About the team
The Analysis and Insights Division has an expansive remit that includes topics such as evaluation, industry policy, technology, innovation, competition, productivity, resources and the transition to net-zero. We provide influential analysis, insights and advice, build cutting edge models, develop new data sources, analyse microdata and engage across the Australian Public Service, industry, academia and society to support high-quality public policy.

The opportunity

You will be able to demonstrate experience in at least some of the following areas:

  • Planning and managing evaluations, including defining approaches and evaluation methodologies, managing evaluation work plans, and synthesising quantitative and qualitative information to inform evaluation findings
  • Technical methods to inform impact evaluations, such as evaluation design (experimental, quasi-experimental, non-experimental), randomised control trials, difference-in-difference analyses, or regression analyses.
  • Interpreting a wide range of information, including economic information and data, to give unique insights on policy issues
  • Producing strategic briefs, papers, meeting agendas, and effective communication materials
  • Understanding the resources, energy, technology and industrial sectors, including global markets for Australia’s exports
  • Economic analysis using large administrative datasets at the microdata level. Previous experience with Australian Government microdata including BLADE (Business Longitudinal Analysis Data Environment) and PLIDA (Person Level Integrated Data Asset) will be highly regarded.
  • Coding experience with R, Python or Stata will be highly regarded.

What you will do
As an Evaluation, Economics and Data officer (APS Level 5), you may:


  • support more senior team members to develop evaluative work programs to assess the impacts of policies and programs
  • support delivery of strategic and analytical projects, which translate data and economic analysis into persuasive advice, to inform evaluations
  • model and analyse data, at times working with partners such as data providers, consultants, regulators and other government departments
  • provide advice on a range of priority issues (e.g. Net-Zero, resources, critical minerals, innovation, technology, productivity and competition), tailored to range of audiences including internal and external stakeholders
  • build and maintain relationships across the department, and with representatives from industry, state and territory government, and other Commonwealth Government agencies
  • work closely with more senior team members to influence the strategic direction of the division’s work
  • actively promote a positive, inclusive and diverse culture.

In addition to the above, as an Evaluation, Economics and Data officer (APS Level 6) you may:

  • develop evaluative work programs to assess the impacts of policies and programs
  • provide expert advice on a range of priority issues, where that advice may relate to issues of a more complex nature than advice provided by officers at the APS5 level, and/or involve more complex stakeholder relationships
  • set priorities for the work area, maintain team cohesion, and ensure quality of outputs for the work area
  • have responsibility for the supervision and development of officers at lower classification levels; and build team capacity through coaching, performance feedback, and encouraging career development.

Eligibility
Qualifications or experience in the following will be highly regarded but not essential:


  • Economics, evaluation, psychology, statistics, or behavioural science
  • Data analysis, data science
  • Program development and/or project management.

To be eligible for employment in the APS and the department, candidates must be Australian Citizens.

Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.

This application process entails a written assessment. The Department needs advice on the economic impact of an industry grants program on Australia’s resources and industrial sectors. Please submit a short proposal (up to 750 words) which explains how you would provide this advice, with reference to your past experience. This proposal should outline:

  • What evaluation questions would inform an assessment of impacts of the program, and/or how those evaluation questions would be developed
  • What economic analyses would be required: for example, impacts on employment, competition, productivity, GDP and output/production at the national, regional, sectoral levels and firm level
  • Appropriate analytical techniques, and associated data sources
  • What stakeholders would need to be involved, and for what purpose
  • An outline of proposed project deliverables, and timeframes for those deliverables
  • Any potential project risks
A strong proposal will provide concise answers to the above points, and also link those answers to your past experience and/or expertise. In addition to text (of up to 750 words) a proposal can include diagrams or graphics (up to 1 page in total, submitted as a separate attachment).
