This role contributes to the Horizon Power Purpose by driving strategic land and property planning, assessment and acquisition, including negotiations, due diligence and legal access to deliver decarbonisation of our energy systems. The Land & Property Manager Decarbonisation will play a critical role support our strategy by working to develop and execute strategic access to land and property for centralized and customer energy resources. Land and property access agreements to support renewables installations is critical path for a renewable future.
This is a maximum term position for three years and is full-time.
The Land & Property Manager Decarbonisation position will include :
Strategy and Frameworks
- Develop strategic land plan for decarbonization program
- Develop and maintain project land frameworks
- Develop commercial and financial models and translate to negotiation guides to support projects in delivering land and property access with community and stakeholder support
- Drive and maintain geospatial data tools for efficiencies
- Develop suitable stakeholder and community engagement models aligned with property and land access, within project scope
Land Program
- Develop program management approach to land acquisition, aligned with project pipeline
- Understand and contribute to project scope, schedule and budgets as they relate to land acquisition
- Lead land and property activity planning to commit to assessment, evaluation and acquisition steps within project timeline
- Drive land and property access pathway for short listed sites, mapping interdisciplinary activities such as communications, engagement, consultancy work and prepare for execution with specialist resources
- Ensure team maintains records of key documents, decisions and external communications including improving and adapting these as appropriate
Technical
- Provide oversight and advice, in consultation with Legal team as appropriate:
- A range of property transactions relating to commercial, community and residential leasing matters for renewable access
- Negotiation and process to support Indigenous Land Use Agreements and community partnering models
- Crown land transactions including Management Orders, Crown leases and others as required
- Interrelated land access matters including but not limited to: town planning schemes, State policies, engineering matters, legal road access and others as applicable
People
- Lead and develop high performing team and collaboration to support successful delivery of decarbonisation projects
- Provide leadership for Lands & Property teams to understand how land and property access in projects connect to corporate strategy and power supply requirements, build awareness, understanding and support to deliver together
- Foster innovation and build strong relationships with stakeholders to support resolution of complex land and property challenges both internally and externally
You will have:
- Tertiary qualifications in law, with a focus on property transactions, Native Title and Heritage desirable but not mandatory
- Project and program management qualifications desirable, not mandatory
- Experience working on projects with strong understanding of dependencies and commitment to project objectives
- Commercial land experience including residential and commercial leasing
- Land access experience across Crown land, freehold, leasing
- Native Title experience including negotiating Indigenous Land Use Agreements
- Experience in coordinating and assessing due diligence surveys, translating results to project outcomes
- Demonstrated experience developing land access and associated financial frameworks and negotiation plans
