The opportunity
Are you interested in supporting the Australian Government’s commitment to fair trade practices in a global rules-based trading system?

The Department of Industry, Science and Resources is seeking expressions of interest to become a member of the Anti-Dumping Review Panel (Panel) for a period up to three years.

Australia’s anti-dumping system provides a level playing field for Australian manufacturers. It is a highly contested landscape, with multiple avenues of appeal both domestically and internationally.

The Panel is responsible for reviewing decisions made by the Minister for Industry and Science or by the Commissioner of the Anti-Dumping Commission. The Panel undertakes its reviews in accordance with Part XVB of the Customs Act 1901 (the Act) and the World Trade Organisation’s anti-dumping agreement.

About the role

The work of the Panel is demand driven and is dependent on the number of review requests received. In addition, Members are expected to attend biannual Review Panel meetings and participate in periodic training activities.

Members will be required to collaboratively engage with each other, and the department, on matters relating to the Panel’s operations and practices.

Our ideal candidate
Primary selection criteria:

Successful candidates will possess the following:


  • A relevant tertiary degree, such as in law, commerce or economics.
  • Integrity, sound judgment and decision making, and ability to work independently within a statutory context.
  • Capacity to thoroughly assess matters relevant to anti-dumping and countervailing subsidies.
  • Demonstrated experience in statutory interpretation, administrative law and decision making.
  • High level strategic and analytical written and communication skills.
  • Demonstrated ability to efficiently manage allocated workload and discharge responsibilities in a timely manner without compromising quality.
Secondary considerations:

It is highly desirable that candidates can demonstrate:
  • Experience working in the Australian domestic anti-dumping and countervailing field and knowledge of (and experience with) the industries that are the focus of the Review Panel caseload.
  • Sufficient capacity to conduct reviews in accordance with strict statutory timeframes.
  • The ability to formulate and deliver lawful, fair, objective and well-reasoned reports by turning an independent mind to the analysis of multiple arguments from applicants and interested parties.
Successful applicants will be known for their integrity, independence, strong personal drive and be expected to promote the highest standards of behaviour.

Remuneration:

Members are appointed on a part-time basis and remuneration is determined by the Minister.
Eligibility
Eligible applicants must have the ability to obtain and maintain a minimum of a Baseline security clearance (this includes being an Australian Citizen).
Notes
Members work external to the Department from their home office. Members can be based in any state or territory in Australia.

Members may be required to travel from time to time to attend Panel meetings and training activities.
