Duties
Works under general supervision performing day to day administrative and technical budget functions in accordance with appropriated and non-appropriated fund regulatory requirements.
  • Uses required / applicable automation software and hardware to perform analytical, technical, and administrative tasks required during phases of the budgetary and execution process.
  • Executes, monitors, coordinates, and provides oversight to the operating and reimbursable budget programs.
  • Gathers, verifies and consolidates a variety of budget/financial data to be used in the formulation of spreadsheets and presentations.
  • Researches, verifies, and revises budget/program data, as required, for correct budge/program submission and execution.
  • Prepares written funding justifications, consolidates budget requests, requests additional funds, and monitors expenditures against obligations.

  • A probation period of one year may be required.
  • Possesses satisfactory completion of pre-employment background checks in accordance with AR 215-3, 2-13, to include a Tier 1 background investigation.
Qualifications
At least one year of specialized work experience in budget or finance that provided knowledge of Appropriated Fund (APF) and/or Non-Appropriated Fund (NAF) regulations on budgetary processes and requirements. (Note: Work experience must be equivalent in difficulty and complexity to the NF-03 level).
  • Must demonstrate work experience in financial management operations, i.e. interpreting and assessing program financial performance using standard financial management systems.
  • Must demonstrate the knowledge and ability to balance funds between accounts, i.e., transferring funds between line items or sub-projects or identifying excess funds for possible transfer to other operating programs.
  • Must demonstrate the ability to utilize various budgetary procedures to meet organizational goals and objectives.
  • Must demonstrate the ability to advise management on budgeting strategies/techniques, i.e., resource distribution; program priorities; financial forecasts and projections, and development of annual and long-range financial plans.
  • Must have excellent organizational skills; be highly skilled in written and verbal communications and able to deal tactfully and effectively with employees in all levels of the organization.
  • Must be highly proficient in Microsoft Windows, Word, Excel, and other software as required, and be able to meet stringent deadlines in a fast-paced environment.
Highly desirable applicants will possess one or more of the below criteria:
  • Possess a Bachelor's Degree in a financial management related field.
  • Have proficient knowledge of US Generally Accepted Accounting Principles (GAAP).
  • Have work experience that provided a thorough understanding of the substantive nature of the Army's Morale, Welfare, and Recreation (MWR) and community and family support operating programs and their interrelationships and funding channels.

Foreign Overseas Allowances
  • If determined eligible, Living Quarters Allowance (LQA) will be paid in accordance with the Department of States Standardized Regulations (DSSR).
