Package Description
We are hiring a IT Expert for European Commission in Brussels and various locations around Europe.
Main Responsibilities
- Contribute to the upcoming renewal of the Commission Open Source Software Strategy in the context of the Interoperable Europe Act;
- Actively contribute to the implementation of the renewed action plan of the Open Source Strategy, i.e the activities of the Open Source Programme Office or OSPO;
- Promote and disseminate the results of the work of the EC OSPO and the EU OSPO network by providing content for the IOP EU Portal and the Europa website.
- Provide Commission services with general technical advice, assistance, technology watch, product management and support on open source software, elaborate on functional and non-functional requirements, business case analysis needed for product selection, tendering specifications, project initiations, act as centre of excellence regarding open source software licensing, upstream code contributions, trends in use of open source software, in particular in European public services;
- Build and maintain a community of open source practitioners and stakeholders, primarily within the European Commission, as well as in other EU institutions, in public services in the EU Member States, and beyond;
- Build and maintain a community of OSPOs in EU public services;
- Carry out project management related tasks such as project planning, risk management, issue
- management, coordination, manage deliverables and report to hierarchy on the progress made;
- Produce and give presentations, reports and speak in public about the Commission open source activities;
- Provide business and technical support on open source related matters when appropriate (e.g. business customers, and collaboration with other teams) related to on code.europa.eu and the OSPO labs;
- Regular reporting to the project officer.
Master’s level or 5 years of higher education
KNOWLEDGE AND SKILLS
- Deep knowledge and expertise working with open source software, of at least 15 years;
- An actively maintained network of relevant stakeholders in the European Commission, other EU institutions and in public services in the Member States;
- Experience in setting up and working in an Open Source Programme Office in a large organisation, of at least 3 years;
- Relevant professional communication experience;
- Experience in procuring, setting up, and general user management of a software development repository (based on Gitlab or equivalent).
- Good knowledge of the EC policymaking process;
- Ability to participate in technical meetings and good communication skills;
- Teamwork skills, including ability to work in a friendly, organised, and well-structured manner also under pressure;
- Strong interpersonal skills and ability to understand what each stakeholder wants and needs;
- Very good communication skills with technical and non-technical audiences;
- Ability to work autonomously, managing his/her own workload independently, providing status updates, liaising with others, and escalating issues as appropriate;
- Analysis and problem-solving skills;
- Capability to write clear and structured documents, presentations;
- Ability to apply high quality standards.
