Summary:


To work for the U.S. Tri-Mission Brussels from its European Logistical Support Office (ELSO) location in Antwerp.

The work schedule for this position is Full Time (38 hours per week)


Start date: Candidate must be able to begin working within a reasonable period of time (15 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties

Provides comprehensive stock supplies and equipment as well as transportation services in support of the Foreign Affairs community worldwide. Develops full-service logistics strategies designed in the best interest of the U.S. Government while following ever changing local and international laws. Acts independently in using all commercial and U.S. Government modes and techniques to accomplish this goal.

Movement control and monitoring


Using the Integrated Logistics Management System (ILMS) program; controls and monitors the movement of Household Effects, POVs, UAB, Consumables, Supplies and Equipment including all types of Dangerous Cargo for our embassies and consulates worldwide. Plans consolidation of cargo whenever feasible to reduce costs but not to unduly delay urgent shipments. Works closely with management and working level personnel of shipping, forwarding, warehousing, packing and transfer companies as well Embassy GSOs and Foreign Service personnel inquiring on shipment matters and guidance. Keeps each post informed of the whereabouts of their shipments and assists them in tracing and filing claims for missing or damaged items. Uses ILMS s and reporting tools to ensure prompt movement of the shipments, prompt and accurate vendor payment and customer billing. The end results of a shipment record being properly updated and completed is a file that can stand on its own and provide all shipment details and complete transparency to anyone viewing the record. Actively manage supplier base by tracking contractor delivery performance by order. Report human data entry errors regarding ELP inventory by CRP to the COR and Management. Develop an FY replenishment plan and schedules for projected stock orders, using ELP statistics and past orders to forecast future demands for improved long-term planning of stock levels. Completing spot checks to maintain accuracy and accountability of the inventory. Periodically visit the consolidated receiving point (CRP) to conduct delivery inspection and acceptance of supplies for the ELP stock program as well as site visits for counting stock inventory numbers. Conduct market research and survey Post to determine which stock items should be added or removed from the ELP program.


Shipping


Controls all shipments to and from the long-term storage facility under contract with ELSO located in Antwerp. Duties include issuing of instructions to the contractor for receipt of incoming shipments and issuance of instructions to freight forwarders for pick-up, and onforwarding of shipments leaving storage to incumbent’s serviced posts. Provides necessary details to other members of the operations unit when shipments to their serviced posts leave storage. Ensures preparation of quarterly reports on over 2,000 storage lots at each location for control and Working Capital Fund billing purposes. Monitors contract performance and periodically inspects storage warehouse to ensure compliance with ELSO guidelines and instructions. Use ILMS, Ariba and WMS (Warehouse Management System) daily to monitor stock requests, create shipment records and issue work orders to the warehouse contractor to prepare items for export.


Maintains communications with the transportation industry through local contracts or trade associations to stay current on the industry and trade lanes. Performs regional and global transportation planning be reviewing freight characteristics, freight classification and rates, carrier capabilities and services and special equipment requirements. Researches the impact of law, decisions, effects of new and revised programs on the transportation services and support to posts. Advises A/LM, Dispatch Agencies and Regional Bureaus of changes in routing and documentation to ensure prompt movement/clearance of shipments to destination necessitated by new developments in transportation services; changes in foreign government consular regulations; changes in political situations; changes in government regulations and practices of the commercial transportation industry and civil or natural disasters.


Freight Tender Process


Requests competitive air/ocean/truck or multimodal transportation rates through periodic Tenders of Service solicitations. Oversee the sea (surface) / air / truck tender process. Makes recommendations, based on experience, for the continuation or termination of the use of various forwarders and carriers. Advises Posts on the best methods of forwarding shipments to their desired destinations. Provides cost comparisons for various modes of transportation to destinations worldwide. Continuously monitors service of forwarders and truckers for destinations serviced.

Qualifications and Evaluations
Requirements:
EXPERIENCE: Three years of progressively responsible experience in the transportation field.

JOB KNOWLEDGE: Must be able to quickly acquire knowledge of Department of State regulations and procedures governing the shipment of household effects and official supplies. The incumbent must not only be familiar with all modes of transportation, i.e., air, surface, rail and truck, but also the different types and capacity of each (weights, volume, size limitations of pallet positions and door openings, for 747 freighters, 747 belly, DC10 combines, trucks, containers, etc.). Knowledge of shipping practices to serviced posts and other particularities in receiving countries which are many and varied. Must become quickly proficient in using the Department of State’s ILMS and related functions and applications. Good working knowledge of Microsoft Windows and word processing

Education Requirements:
Secondary School diploma.
Evaluations:
LANGUAGE: Fluency in Dutch, good working knowledge in English. This may be tested.

SKILLS AND ABILITIES: Must possess a high degree of professionalism and a strong working background in the shipping industry. Must be able to effectively coordinate and communicate with both management and working level personnel of numerous companies dealing with ELSO as well as the ability to deal effectively with the requests for information received daily from supported Missions and Agencies.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
