Position: Housing Manager
Department: Lands and Housing
Employment Status: Full Time
Salary: $37.40 - $44.67/HR – 35 Hours per Week
Location: Naughton, ON

POSITION SCOPE:
The Housing Manager enhances community well-being by offering affordable, sustainable housing and addressing community needs, fostering a self-sustaining, higher quality of life for Atikameksheng Anishnawbek Community Members. This role will assist in developing housing standards within a housing plan, crafted in consultation with architects, building codes, and the housing policy.
REQUIRED QUALIFICATIONS:
Mandatory Requirements
- Diploma in Business Administration or equivalent, OR
- A certification in Project Management or equivalent
- 1 to 2 years project management experience in construction industry or housing setting, or experience in housing with a First Nation
- 2-4 years of management experience
- Business background and sound skills in business administration, OR
- 5 years’ work experience with a First Nation Housing Department
Additional Requirements
- Experience working with Indigenous Services Canada (ISC), Canada Mortgage and Housing Corporation (CMHC), and/or other provincial or federal agencies would be considered an asset
- Knowledge of construction and trades
- Knowledge of project management and administration
- Ability to expand and explain project processes to interested parties and implementers
- Ability to develop clear, concise, and accurate written and verbal communications and correspondences
- Ability to establish and manage priorities to ensure that services and functions are performed in an efficient and responsive manner
KEY RESPONSIBILITIES:
Program Development
- Foster interactive and supportive relationships with North Shore Tribal Council (NSTC) to ensure technical service for their infrastructure, Ontario First Nation Technical Services for their technical services, Canadian Mortgage and Housing Corporation (CMHC), aboriginal advisors, and North Shore Tribal Council (NSTC) Housing Managers
- Working with the housing policy, will manage the housing inventory and availability while also maintaining a high level of quality control
Financial Management
- Complete transfer forms, purchase orders, and cheque requisitions when required
- Preparation of the Housing Program’s annual budget
- Complete budget reviews and report findings and variances to finance on a quarterly basis
- Meet with current and prospective tenants to determine income, exemptions, payable taxes, compliance with reporting regulations, and existence of fraud
Administration
- Maintain a system of records and files for the housing program
- Maintain a data base of occupancy of Atikameksheng Anishnawbek owned houses
- Participate in community development meetings and training sessions as required
- Participate in, provide information to, and respond to concerns brought forth in Housing Committee meetings
Social Housing
- Work with Social Services to develop and maintain transitional and supportive housing programs
- Ensuring necessary referrals to social and housing services
- Work with the Health & Community Wellness and Social Services department to seek opportunities for specialized housing projects, initiatives, and supports for various demographics within the community
- Contribute to and/or assign the necessary program staff to the circle of care in relation to housing supports as needed
