What you’ll do
- Develops both short- and long-term strategic priorities for the program that align with the Organization’s mission, vision, and values.
- Provides direct leadership in the implementation of the Protection/Security program across the Organizations including investigations, risk and threat assessments, metrics and data analysis, education and communication programs; recommends and implements short- and long-term goals and objectives, policies, standards and procedures to support the goals, policies and procedures of the Organizations.
- Provides overall leadership of the Protection/Security program and collaborates with other leaders across the Organizations to operationalize and optimize service delivery models and processes to ensure protection/security service programs are integrated and focused on the needs of the staff and persons who access health services through a culturally safe and trauma informed perspective; supports the Executive Director in the development of a sustainable and effective Integrated Protection Services model.
- Ensures processes are in place relating to response and mitigation strategies to workplace violence/aggressive acts, criminal acts, emergency response needs and Emergency Management/business continuity and ensures IPS personnel and contracted staff are trained to effectively carry out their roles.
- Oversees the overall day-to-day security services of both contracted and in-house security services by reviewing and recommending changes to the scope and/or delivery of services. Administers related service contracts.
- Responsible and accountable for the annual operating and capital budgets across the portfolio and monitors to ensure expenditures are within parameters. Monitors staff engagement and attendance metrics and takes steps to ensure optimal performance.
- Directly manages and mentors IPS’ management team and empowers them carry out the program’s objectives.
- Ensures robust quality assurance processes are in place and continually adapts to the meet the changing needs of the organizations.
- Interprets and applies the various collective agreements for unionized staff, or terms and conditions for non-contract staff. Represents the Employer in labor relations matters and determines the disposition of grievances. Works collaboratively to resolve HR/LR issues with staff and unions within the confines of the applicable collective Agreement.
- Ensures on-going effective working relationships are maintained between in-contract IPS personnel and contracted security services providers.
- Leads and shapes the development of organizational policies relating to protection/security through collaboration with key partners.
- Engages across all levels of the organizations to ensure the program adapts to changing needs and promotes the creation of a security aware culture across the organizations by ensuring effective communication and educational processes are in place.
- Ensures processes are in place to effectively manage service and/or customer complaints and works to resolve issues in a timely manner. Works collaboratively to ensure contract performance management processes are in place including surveys, evaluations and audits are utilized as required to support continuous quality improvement.
- Takes a lead role in monitoring and managing real and/or perceived security threats against the Organizations; develops and implements operational security plans for the Organization’s activities or other events that may require security involvement.
- Represents the organizations with external agencies and organizations such as law enforcement, fire, emergency response agencies and other health organizations related to IPS; acts as the primary spokesperson for media inquiries and represents the program/organizations on high level internal or external committees relating to the IPS program/services.
- A level of education, training, and experience equivalent to a Master’s degree in Criminal Justice, Business Administration or related discipline and completion of an undergraduate degree in criminology or related field, supplemented with ten (10) years’ recent related managerial experience in Protection Services in a large complex multi-site organization, or an equivalent combination of education, training, and experience. Certified Health Care Protection Administrator (CHPA) or Certified Protection Professional or equivalent designation.
- Understanding of various reports including Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Site Report (2020), and BC's Declaration on the Rights of Indigenous Peoples Act (2019) In Plain Sight, Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system. Ability to model and support full team commitment to Indigenous Cultural Safety (ICS) and anti-racism including oversight and commitment to education strategy. Demonstrated knowledge of security coordination/operations and law enforcement issues in a health care setting. Knowledge of security systems technologies, security countermeasures evaluation and selection and contract management practices. Strong interpersonal and negotiation skills. Ability to present to a wide range of individuals and partners in a diverse community. Ability to build and maintain effective working relationships with agency management, contractor representatives and senior management. Ability to implement, coordinate and direct programs and activities. Ability to develop and deliver training exercises, education programs and/or workshops to large audiences. Ability to exercise a high degree of judgment, maintain composure, and effectively act in emergency situations. Ability to apply basic budgeting and fiscal management principles. Ability to supervise. Ability to operate related equipment including related software applications.
- Demonstrated knowledge and understanding of legislative obligations and provincial commitments found in the foundational documents - including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - and how they intersect across the health care system.
- Models and supports full team commitment to Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety including oversight and commitment to education strategy.
- Collaborates with peers to ensure Indigenous-specific Anti-racism and ICSH are applied holistically through department as whole.
- Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
