The interviews will be held in person for candidates living near Ottawa, Ontario in the National Capital Region and over MSTeams for those living further away.
PSPC has transitioned to a hybrid workplace that sees employees working on site at least 3 days per week, or 60% of their regular schedule effective on September 9, 2024.
Duties
This process is for a directorate called “Owner-Investor” within the Science and Parliamentary Infrastructure Branch. More specifically, this directorate takes care of the Parliament Hill and Surroundings sub-program, which takes care of the restoration, renewal and modernization of Canada’s Parliamentary Precinct in Ottawa, Ontario.https://www.canada.ca/en/public-services-procurement/services/infrastructure-buildings/parliamentary-precinct.html
The program owns and manages 38 buildings and lease space in another 12, providing accommodations for Senators and Members of Parliament along with their staff and the warehousing/industrial space to support the operations of Parliament. The directorate broadly is in charge of long term portfolio planning, asset management along with oversight and due diligence for any projects coming forward for approval within the branch.
More specifically, the groups within the directorate are described as follows (note: the positions we are staffing for could be within any of these teams):
Program Management
This group takes the broadest view. The main concerns are about the operation of the program as a whole. Any funding we receive, comes with conditions and this group works with the various stakeholders in order to secure new funding, all the while proactively ensuring that all conditions are met for this funding. This group also ensures plans and priorities are in line with the program mandate and Government of Canada priorities.
Portfolio Management
This group puts a detailed project plan in place in order to meet program objectives, as outlined by the Program Management team. This group seeks to optimize the plan and find new opportunities.
Asset Management
This group creates and implements a specific plan which is in line with both the program objectives and the portfolio plan for each asset in the portfolio.
Investment Management
This group reviews project documentation to ensure it is in line with treasury board and departmental policies around investments. The group also ensures alignment with program, portfolio and asset strategies to ensure value for money is delivered through in depth review of the options selected and the financial analysis. This group also reviews project submissions from the Laboratories Canada program, which is comprised of 11 new specialized laboratory construction projects nation wide.

Intent of the process
A pool of partially or fully qualified candidates will be established through this process to staff identical or similar positions with various tenures (determinate, indeterminate), various linguistic requirements, various security requirements and for various locations across Canada. Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics
