OVERVIEW OF THE FUNCTIONS OF THE POST
Under the overall authority of the UNESCO Assistant-Director General for Education (ADG/ED), the Director of the UNESCO Regional Office, UNESCO/Santiago, and the direct supervision of the Senior Education Specialist of the Santiago Office, and in close cooperation with the Section of Health and Education at UNESCO Headquarters, the incumbent will serve as UNESCO’s National Programme Officer in Education for Health and Wellbeing with responsibility for projects across the region.

Guided by the UNESCO Strategy on Education for Health and Well-being, and in response to local needs and context, the incumbent will be responsible for providing strategic and technical support for research, conceptualization, development and implementation of programmes and projects aiming to advance education for sexuality education, HIV prevention, violence prevention in schools, gender equality, school health and nutrition, and mental health and psychosocial well-being according to agreed yearly workplan.

S/he will also support the development of partnerships, organization of events and preparation of knowledge products. The incumbent will liaise with UNESCO Regional HIV and Health Advisors, Project Officers in the field as well as with UNESCO consultants and various UN partners including those within the UNAIDS Joint Programme.

The incumbent works within the frameworks of UNESCO’s Medium Term Strategy (C/4s), the approved Programme and Budget (C/5) and global development plans such as the Education for Sustainable Development post 2015 plan.
Long Description

MAIN DUTIES:
Programme and technical support

Provide technical support for research, conceptualization, development and implementation of programmes and projects on comprehensive sexuality education (depending on local terminology), prevention of school violence, including school-related gender-based violence (SRGBV), school health and nutrition, mental health and psychosocial well-being promotion, sexual and reproductive rights, and others.

Identify opportunities for UNESCO engagement in policy development and programming on education for health and well-being.

Liaise with UNESCO structures, including the Section on Health and Education at UNESCO Headquarters, UNESCO Regional HIV and Health Advisors and programme officers in the Regional Offices for Latin America and the Caribbean.

Provide technical support to Ministries on key thematic areas, related to policy, curriculum design, teacher training, and others.

Ensure monitoring of programme delivery and budget.

Partnerships, networking and knowledge management

Build and maintain strategic partnerships with a range of external partners on key thematic issues, and internal collaboration within and across UNESCO Divisions and Sectors.

Represent UNESCO as appropriate in coordination forums, such as the UN Joint Teams on HIV and AIDS, Gender equality, interagency meetings, and thematic meetings.

Develop and maintain partner relations with the Ministries of Education in the Caribbean, the UNESCO National Commissions, national and regional bodies, and development partners, including civil society organizations.

Engage with regional and local organisations, including the civil society in support.

Contribute to the development and publication of new resources and research in key thematic areas.

Long Description

Resource mobilization and programme reporting:
Participate in resource mobilization efforts including developing projects, programme and funding proposals.

In an increasingly competitive international and multilateral environment, contribute to resource mobilization for the thematic area by developing concept notes and project proposals based on situational analysis and needs assessments and in accordance with the C/5.

Support in internal narrative reporting (such as for Core Manager) and external reporting for the section’s main donors, including the Special Account on Education for Health and Wellbeing's annual donor report, and the UNAIDS Joint Programme reporting cycle.

REQUIRED QUALIFICATIONS
Education

An advanced university degree (Masters or equivalent) in education, social sciences, public health or a relevant field.

Work Experience

At least two years of relevant work experience in areas related to sexual and reproductive health, gender and education.

Skills & Competencies

A track record in resource mobilization and the ability to manage budgets and report on implementation.

Good understanding of the Latin America and the Caribbean region, of the development work and the education sector.

Extensive knowledge, and high level of technical writing skills on HIV prevention, sexuality education, gender equality and school-related gender-based violence.

Experience in partnerships and resource mobilization.

Ability to multitask, prioritize and deliver to deadline, and work under pressure.

Excellent interpersonal skills, tact, and diplomacy.

Excellent networking and high-level representational and partnership-building skills, involving a wide range of partners (including relevant Ministries, UNAIDS Co-sponsors, donors, civil society and academia.

Excellent strategic and analytical skills.

Excellent communication skills.

Language

Excellent knowledge (oral and written) of Spanish and good knowledge (oral and written) of English.

DESIRABLE QUALIFICATIONS
Work Experience

Previous professional experience working with the UN system
Previous professional experience in multi-partner initiatives, including Member States, International NGOs and academia.

BENEFITS AND ENTITLEMENTS

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.

The approximate annual (total net remuneration) starting salary for this post is 63,120,000 CLP $.
