Position Summary and Job Purpose
Tetra Tech is seeking Energy Sector Experts based in Egypt to join our team for the anticipated USAID Egypt Energy Sector Activity proposal. Applicants will be considered for inclusion in Tetra Tech’s proposal for long-term or short-term assignments. These positions will be based in Egypt, and candidates must be willing to relocate to the project location for the duration of the assignment. All positions are contingent upon contract award.
The purpose of the Egypt Energy Sector Activity is to further reform the power sector to adopt more competitive market practices, create favorable conditions for private investment, decarbonize the power sector, build resilience in Egypt’s energy supply, and power equitable, inclusive, and sustainable economic growth. The potential objectives of the Activity include:

The purpose of the Egypt Energy Sector Activity is to further reform the power sector to adopt more competitive market practices, create favorable conditions for private investment, decarbonize the power sector, build resilience in Egypt’s energy supply, and power equitable, inclusive, and sustainable economic growth. - Strengthened public sector’s governance of the energy sector.
- Increased opportunities for institutions and the private sector to participate in a more liberalized power sector.
- Improved social equity by improving quality of and access to affordable energy services that enable greater economic opportunity.
Position Responsibilities
Applicants should be mid- to senior-level experts with experience in one or more of the following working areas:
- Renewable energy design and implementation projects: solar, wind, battery electricity storage systems, and hydroelectric.
- Renewable energy competitive procurement.
- Experience with feasibility studies, project development, and implementation.
- Energy efficiency design and implementation projects: experience in designing and implementing programs and projects, to improve energy efficiency in industrial, commercial, government, and residential sectors.
- Energy efficiency standards for commercial and industrial appliances.
- Energy market liberalization and reform.
- Power system and grid planning and modelling.
- Clean energy policy, planning, regulations: knowledge of energy policies and regulations in Egypt, including renewable energy incentives, grid integration, and energy tariffs.
- Engagement with government entities and stakeholders to drive policy changes or ensure compliance measures.
- Marketing and promotion of renewable energy and energy efficiency initiatives.
- Understanding of financing mechanisms and incentives, including public and private partnerships, grants and loans for energy projects both national and international.
- Commercial financing for renewable energy and energy efficiency projects.
- Climate change mitigation projects.
- Experience in designing roadmaps for decarbonization of the energy sector in Egypt.
- Energy access and affordability.
- Environmental and social impact assessment and mitigation for renewable energy projects.
- Gender and Social Inclusion (GESI) programs.
Required Qualifications
- Bachelor’s degree in engineering, physics, business, finance, economics, law, public policy or similar field.
- A minimum of 5 years of experience in the renewable energy sector.
- Experience supporting USAID or other donor-funded energy projects in Egypt or the MENA region.
- Ability to build effective relationships with peers, supervisors, clients, and stakeholders.
- Familiarity with the political, social, and cultural context of working in Egypt.
- Strong oral and written communication skills.
- Fluency in English and Arabic.
Preferred but Not Required Qualifications
- Master’s degree in a related field.
- Prior experience working for national government, international organization, and energy sectors.
