Project Background:
EGA is a five-year activity (2020-2025) funded by the U.S. Agency for International Development (USAID) as part of the bilateral agreement between the Government of Egypt (Go E) and the United States. This project, which is implemented by DAI Global LLC, supports the investment climate in Egypt through enhancing economic governance and promoting administrative and institutional development in line with Egypt’s Sustainable Development Strategy (SDS) 2030, National Anti-Corruption Strategy, and the Administrative Reform Vision of Egypt. In doing so, the project supports the efforts of the Go E to enhance the quality of public administration through adopting more inclusive and efficient tools that ensure the needs and priorities of citizens, and the private sector are reflected, thus promoting a positive investment climate in Egypt.
Purpose:
The Policy Specialist will work in EGA Governance Performance Unit staff. S/he will provide comprehensive analysis of governance policy reforms and interventions and to prepare technical material to present and communicate the result of this analysis. The policy specialist will be responsible for providing policy advocacy to selected targeted groups which are essential for governance reform in Egypt. S/he will also support related EGA project activities, such as developing awareness campaigns, as needed.
Responsibilities and Key Tasks:
§ Produce technical material related to governance policy including research papers, reports, international comparative analysis, and policy papers.
§ Conduct research and prepare presentations on governance reforms including its multi-dimensional feasibility.
§ Support the implementation of events with the counterparts (workshops, conferences, webinars, sessions) as part of the Specialist’s assigned areas, including but not limited to, the fundamental and advanced training programs for preparing the Internal Control and Governance Units' Cadre in the Government Entities.
§ Provide governance advocacy material and communicate it with relevant stakeholders.
§ Support the process of developing public awareness and communication material related to governance and anti-corruption issues.
§ Support the process of improving the content of the websites of relevant government agencies.
§ Support the process of drafting the So Ws and To Rs for international and local consultants and corporations regarding the governance issues.
§ Support the process of reviewing and commenting on the deliverables of the sourced-out services.
§ Review and update training materials/curricula.
§ Remains regularly updated about the status of Governance in Egypt.
§ Communicates effectively and clearly the outputs of the work with other team members and encourages sharing ideas and knowledge.
§ Draft different project documents such as: concept notes, scopes of work, briefs, and action plans, and submits them to the Economic Governance Lead Advisor for approval.
§ Assist the Economic Governance Lead Advisor in managing the relationship with relevant counterparts and government agencies as needed.
§ Follow up and report on the governance activities and events.
§ Performs any additional tasks as requested by the Economic Governance Lead Advisor and EGA Management.
Qualifications and Experience
1. Qualifications and Competencies
§ Bachelor’s degree in public policy, public administration, governance, political communication, political science, mass communication, or related field is required. Master's degree or post graduate degree in a relevant field is preferable.
§ Ability to conceptualize, conduct research and articulate arguments and recommendations.
§ Good presentation, facilitation, and moderation skills.
§ Ability to deliver under pressure and multi-task.
§ Effective communication skills.
§ Ability to scope requests, accommodate interests and integrate different ideas and feedback.
§ Positive spirit and strong sense of cooperation and good team player.
§ Results-oriented and problem-solving skills.
§ Fluency in written and spoken English and Arabic.
2. Professional experience
§ At least 8 years of professional experience.
§ Experience in working for or providing technical assistance to government entities is an asset.
