Master Pay Scale Point 14 ($33,405) to Master Pay Scale Point 27 ($61,865) per month

Entry Requirements:
Candidates should -
(a) (i) have a Bachelor’s degree in Accountancy from a Hong Kong university, or equivalent; or
(ii) be a registered student of the Hong Kong Institute of Certified Public Accountants’ Qualification Programme (QP) and have completed the Associate Level of QP, or equivalent;
(b) have a pass result in the Aptitude Test in the Common Recruitment Examination (CRE)[Note 1];
(c) have met the language proficiency requirements of Level 2 result in the Use of English paper and Level 1 result in the Use of Chinese paper in the CRE, or equivalent [Note 1]; and be able to speak fluent Cantonese and English; and
(d) have a pass result in the Basic Law and National Security Law Test (BLNST) [Note 2].

Recruitment Examination : Candidates are required to pass a written examination to be held tentatively on 27 October 2024 in Hong Kong before they will be further considered for selection interviews. The written examination is an English essay-type writing paper which aims at assessing candidates’ proficiency in written communication and organisation abilities.

As it takes time to process all applications, an invitation to the written examination does not imply that the candidate’s qualifications meet the entry requirements of the post of Accounting Officer II.

Note:
Note 1 : Candidates’ results in the Aptitude Test (AT) paper are classified as Pass or Fail, while the results of the Use of Chinese (UC) and Use of English (UE) papers are classified as Level 2, Level 1 or Fail, with Level 2 being the highest. The following examination results are accepted as equivalent to Level 2 in the UE paper of the CRE: (a) Level 5 or above in English Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); (b) Grade C or above in Use of English of the Hong Kong Advanced Level Examination (HKALE) or in English Language of the General Certificate of Education (Advanced Level) (GCE A Level); or (c) an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS), and the IELTS test result must be valid on any date during the application period (i.e. from 30 August 2024 to 13 September 2024). The following examination results are accepted as equivalent to Level 1 in the UC paper of the CRE: (a) Level 4 or above in Chinese Language of the HKDSEE; or (b) Grade D or above in Chinese Language and Culture or Chinese Language and Literature of the HKALE.

Note 2 : All applicants for civil service jobs will be assessed on their knowledge of the Basic Law and the National Security Law. A pass result in the BLNST is an entry requirement for all civil service jobs. Only those candidates who have passed the BLNST will be considered for appointment. For candidates who have not taken the relevant BLNST or have not attained a pass result in the relevant BLNST at the time of application, they may still apply for the job and arrangements will be made for them to take the relevant BLNST during the recruitment process.

Note 3: The following applications will NOT be considered: (a) the applicant does not meet the entry requirements (including the CRE and BLNST (Note 2) requirements and academic qualification); (b) the application and/or the required supporting documents are incomplete or not received by the Treasury on or before the deadline; or (c) the application and/or the required supporting documents are submitted by fax or e-mail.

Duties:
An Accounting Officer II is mainly deployed on performing accounting or related duties such as financial accounting, cost and management accounting, system development, internal audit, investigatory accounting, fund/loan management, financial monitoring and management of subvention/funding schemes, etc.

Terms of Appointment:
New appointees will be appointed on civil service probationary terms for three years. Upon passage of the probation bar, the officer may be considered for appointment on the prevailing permanent terms.

General Notes:
(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Where a large number of candidates meet the specified entry requirements, the recruiting department may devise shortlisting criteria to select the better qualified candidates for further processing. In these circumstances, only shortlisted candidates will be invited to attend recruitment examination and/or interview.
(h) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to further shortlisting. Applicants who have declared disabilities found suitable for appointment may be given an appropriate degree of preference over other applicants whose suitability for appointment is considered comparable to that of the former. (i) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the below contact address.
(j) Towards the application deadline, our on-line system would likely be overloaded due to large volume of applications. To ensure timely completion of your on-line application, it is advisable to submit the application as early as possible.

Application must be made on prescribed application form [G.F. 340 (Rev. 7/2023)] obtainable from any Home Affairs Enquiry Centre of District Offices, Home Affairs Department or any Job Centre of the Employment Services Division, Labour Department. The form can also be downloaded from the Civil Service Bureau's website (http://www.csb.gov.hk). Completed application form, together with copies of (a) letter on results of CRE and results of equivalent examinations, if applicable [Note 1]; (b) letter on result of BLNST [Note 2]; (c) official transcripts and certificates of academic qualifications; and (d) certificates and examination status reports of professional qualifications, should be forwarded by post or by hand to the address below on or before the closing date for application. Please mark “Application for Accounting Officer II” on the envelope. To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this department and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Applicants will bear any consequences arising from paying insufficient postage. The postmark date on the envelope will be regarded as the date of submission of application. An acknowledgement receipt will be sent to the applicant by post.

The new version of application form for Government jobs G.F. 340 (Rev.7/2023) has been in use with effect from 26 July 2023. If candidates submit the old version form (G.F. 340 (Rev. 3/2013)), they will be required to fill in the new G.F. 340 (Rev. 7/2023) afresh and submit it within seven days upon request. If candidates fail to submit the new G.F. 340 (Rev. 7/2023) within the stipulated deadline, their applications will not be processed further.

On-line application can also be made through the Civil Service Bureau's website (http://www.csb.gov.hk). CANDIDATES WHO APPLY ON-LINE MUST SUBMIT THE REQUIRED SUPPORTING DOCUMENTS AS MENTIONED ABOVE BY POST OR BY HAND TO THE ADDRESS BELOW ON OR BEFORE 20 SEPTEMBER 2024. The online application number should be quoted on the envelope and on every page of the copies of the documents. An acknowledgement receipt will be sent to the applicant by email. [Note 3]

Applicants who do not receive an acknowledgement receipt shall consider that their application or the required supporting documents are not received by the Treasury on or before the deadline. Re-submissions will ONLY be considered if documentary proof showing that the application or the required supporting documents have been submitted to the Departmental Personnel Section of the Treasury on or before the deadline (e.g. proof of delivery of registered mail) can be provided on or before 27 September 2024.

Candidates who are invited to the written examination will normally receive an invitation in about four weeks from the closing date for application. If the written examination is rescheduled for any reasons, we will make relevant announcement on our website (http://www.try.gov.hk). Those who are not invited to the written examination may assume that their applications are unsuccessful. As invitations will be issued by post and by e-mail, applicants should provide accurate correspondence address and e-mail address and ensure that their e-mail accounts can receive incoming e-mails properly. Applicants may keep track of the progress of the recruitment exercise through the Treasury’s website.
