Kai Tak Sports Park is a fully integrated sports, leisure and entertainment destination that is expected to be completed in 2024. The 28 hectare park will be part of the redevelopment on the site of the old Hong Kong International Airport in Kai Tak. Kai Tak Sports Park Ltd (KTSPL) has been awarded the contract to undertake this project. ASM Global, through its subsidiary company in Hong Kong, SMG China, has been engaged by KTSPL to be the Operator of Kai Tak Sports Park.

Reports to: General Manager - Safety and Security

Role Introduction

The incumbent will be responsible for supervising all aspects of safety and security throughout the Kai Tak Sports Park, including day to day and for events. Carry out direction and provide supervision to ensure the physical safety and security of the public, guests, visitors, employees, contractors (stakeholders) and assets

Key Responsibilities

Manage day-to-day security operations performed by the outsourced security team responding to incidents, emergencies, investigations and reporting

Oversee security guards' performance and identify opportunities for improvement

Control, monitor, evaluate and review the outsourced security services to ensure the services delivered meet the contract requirements and expectations

Mange, review and update all induction and training

Schedule daily and monthly duty roster and other administration works

Exemplifies a customer service philosophy and public relations approach to the performance of all duties. Establishes and promotes this philosophy with department staff

Key contact person for all physical security services

Identifying, evaluating, mitigating and review physical security risks against known or perceived threats

Ensuring that all risks and incidents are duly reported and recorded where appropriate

Supporting and facilitating security elements for VIP visits and events

Investigate into safety and security related incidents, including but not limited to near misses, loss prevention issues, or other precinct issues

Supervise operation of all in-house security systems, key systems, asset tracking, security camera, storage &monitoring systems, access control and photo ID badge program

Supervise the daily operations of the Control Room

Maintain close liaison with Police Command Post and the Liaison Officer posted inside the Control Room during Event days

Review the daily operation of the Control Room and conduct supervisory meetings with the security supervisors

Handle emergency incidents and provide 24/7 emergency call support as required

Assist the General Manager Safety and Security to conduct Security Risk Assessments and develop Security Plans to ensure execution of outlined mitigation measures

Assist the General Manager Safety and Security to plan and implement security operations for different functional areas and events

Assist the General Manager Safety and Security to draft, implement and review safety and security policies and Standard Operating Procedures Assist the General Manager Safety and Security to plan procurement process of expenditures for security operations including outsourced security services, infrastructure and equipment

Assist the General Manager Safety and Security to prepare and support annual planning activities such as emergency drills, safety reviews, budgeting and capital recommendations related to security operations.

Assist the General Manager Safety and Security to review and modify event security contractor security plans to ensure conformance to KTSP security standards and expectations.

Assist the General Manager Safety and Security to work in conjunction with traffic and logistics team to develop traffic and logistics SOPs that optimise the daily operations and ensure customer satisfaction.

Assist the General Manager Safety and Security to work in coordination with parking management to deliver efficient parking schemes in accordance with facilities infrastructure, event schedule and scales, and client demographics.

Perform other duties or special projects as assigned

Requirements

Degree holder or above or any equivalent academic qualification preferred

Holder of valid Security Personnel Permit

Valid Hong Kong driving license code No. 1 & 2, Certified First-Aider, AED Certificate holder is preferred

Minimum of ten (10) years of progressively responsible management experience in security or law enforcement, with demonstrated responsibility for public security and safety planning and investigations.

Prior experience and network with local officials and agents of law enforcement preferred

Has knowledge of the Guide to Safety at Sports Grounds and subsequent Supplementary Guides published by the Sports Grounds Safety Authority in the UK

Knowledge of the Purple Guide published by the Events Industry Forum in the UK is preferred

Sound knowledge of First Aid, Fire Fighting System, Security System and computer knowledge are essential

Solid knowledge of the problems, issues, philosophies, principles, tactics and procedures related to crowd management and public assembly venue security and safety services

Good working knowledge and understanding on modern security technology

Got knowledge of Security and Guarding Services Ordinance

Preferred candidate will have relevant crowd management experience dealing with gatherings of greater than 25,000 people

Extensive knowledge of local and national laws and regulations, court decisions and ordinances that affect security operations

Superior customer service and problem-solving skills

Autonomy to translate strategic direction into actionable plans

Detailed knowledge of physical design and operating models to identify points of risk impacting on the safety and security of people, premises and moveable assets

Able to work independently under pressure with minimal supervision

Strong Security Risk Management and analytical skills

Excellent verbal and written communication skills, as well as skills in personnel management and interpersonal relations

Good command of English and Chinese in speaking and writing required
