The Role
The Portfolio team supports the effective management of the delivery of the IDD investment programme by ensuring governance and control through data management and systems, processes and performance reporting and analysis including the management of planning, land, wayleave, utility, and statutory consents. This enables efficient delivery of the investment programme by providing programme visibility, informed risk management, analysis, challenge, and decision making. The team also provides expert support in key areas that enable the effective, efficient, and sustainable delivery of the IDD investment portfolio.
Reporting to the Agency and Utility Technical Lead, the Agency and Utility Coordinator will be responsible for supporting the provision of working knowledge in relation to agency and utility stakeholder management to enable project managers to proactively take projects through the processes of agreeing, coordinating and implementing third party agencies and utilities requirements.


Main Duties and Responsibilities
  • Prepare documentation for applications for statutory consents, licences, permissions with relevant agencies including road opening licences agreement administration.
  • Assist in the administration/processing of statutory consents, licences, permissions with relevant agencies including road opening licences requirements.
  • Prepare and issue statutory consents, licences, permissions with relevant agencies including road opening licences for Infrastructure Delivery.
  • Liaise with Engineers / project delivery staff / legal advisors on queries raised by stakeholders.
  • Respond to queries raised by Stakeholders.
  • Document and maintain statutory consents, licences, permissions with relevant agencies including road opening licences policies, processes & procedures.
  • Ensure that required legal and governance sign-offs required to process statutory consents, licences, permissions with relevant agencies including road opening licences are in place.
  • Liaise with Government Departments, , Statutory Bodies, Foreshore Unit, Local Authorities,
  • Liaise with Legal Advisors/Valuers/Engineers/Agronomist and other Professional advisors.
  • Assist in the maintenance and updating of the statutory consents, licences, permissions with relevant agencies including road opening licences databases, Electronic Document Management Systems and Filing Systems for Infrastructure Delivery.
  • Raise risks and issues as appropriate.
  • Process incoming and outgoing correspondence in relation to statutory consents, licences, permissions with relevant agencies including road opening licences.
  • Communicate & consult across the Infrastructure Delivery function, the wider business & with external Delivery Partners.

General Duties and Responsibilities
  • Collaboration with key internal stakeholders across the UÉ business, including but not limited to;
    • CEO Office – Legal,
    • Asset Management & Sustainability,
    • COO – Asset Operations.
  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
  • Other duties as required.

Knowledge, Skills and Experience
  • Demonstrable experience of end-to-end portfolio delivery is required, with particular experience in the area of portfolio planning.
  • Relevant third level qualification and or accreditation is desirable and or relevant experience
  • Min 1 year relevant Experience in a similar role in the water, utilities or similar industries is desirable
  • Proactive, with ability to work on own initiative and with others to ensure success in the performance of a team
  • Proven effective time management skills with the ability to prioritise and remain focused
  • Proven ability to create and develop good working relationships to facilitate the accomplishment of work goals, coupled with the ability to gain commitment from others
  • Excellent verbal and written communication skills with the ability to convey messages in a clear and concise manner
  • Strong Computer skills with a proficient working knowledge of MS Word, Excel, Power Point and Outlook
  • Ability to set up ongoing processes and procedures to collect and review information
  • Flexible with regard to working in a changing environment and the ability to adjust to new work structures, processes and requirements as necessary
  • Proactively identifying new areas of learning and using newly gained knowledge and skills on the job
  • Striving for quality and ensuring consistent high standards of work
