The salary scale ranges from €121,293- €148,246 per annum.
Appointment will be made at a point in line with Government pay policy.

Position Summary
The Chief Operations Officer is a senior executive management level position with responsibility for leading an experienced and dedicated team in the delivery of excellent, high quality services to patients.
Reporting to the Chief Executive, the post holder will be responsible for day-to-day operations management and lead on the delivery of ambitious performance improvements across a wide range of sub specialty services. They will also lead on the development and implementation of clinical service redesign and improvement ensuring that the hospital remains at the forefront of service delivery and clinical service innovation and is responsive to potential changes in the external environment.
Responsibilities:
Principal Duties and Responsibilities
The Chief Operations Officer will:-
As a key member of the corporate executive team, work collaboratively with the Chief Executive, Clinical Directors, Directors of Corporate Functions and Heads of Department in the service lines to ensure smooth and effective delivery of hospital services.

Contribute to the development and delivery of strategic objectives, fully participating as a member of both the Executive Management Forum and Hospital Board.

Contribute to the development and delivery of the wider Hospital agenda, including positioning Beaumont Hospital as a significant contributor to the RCSI Hospital Group and Regional Health Authority.

Oversee and coordinate functions and activities within the Clinical Directorates, continuously assessing, streamlining and improving how core clinical services are delivered.

Develop effective planning and control systems to ensure resources are secured, deployed and managed effectively within their area of responsibility, providing managerial leadership for operational service delivery.

Ensure the effective and efficient development/deployment of the workforce capacity and capability.
Lead and develop a strong and dynamic team, providing vision and direction to the operational services developments, ensuring that organisational strategic objectives are achieved.

Develop, implement and continuously review organisational structures, policies, protocols and procedures, assuring balanced access for scheduled and unscheduled care.

Manage and oversee the Patient Flow function implementing changes where necessary.

Promote a culture of personal responsibility where staff are supported to deliver and held accountable for performance.

Provide a mentorship / support role for managerial and clinical senior staff.

Ensure that personal development needs and the resources to attain these are reflected in individual objectives set at the annual appraisal.

Ensure effective service delivery of care pathways and implementation of new policies and procedures.

Promote and effect a continuous quality improvement environment for operational services in accordance with existing and future regulatory requirements.

Work closely with the Clinical Directorate Management Teams and Head of Quality and Safety to organise and assure implementation of all internal and external Quality Safety and Risk Management policies and procedures pertinent to operational services.

Provide full information to the CEO on all key performance indicators through regular updates, reporting proactively on any areas of concern.

Assume hospital-wide leadership for other specific projects if so requested by the CEO.

To manage and provide the relevant information on all the required key performance indicators.

Develop business cases, strategic plans, project plans, new policies and procedures, consultation papers and governance arrangements as required.

Ensure that robust, effective and compliant programme governance arrangements are implemented and maintained.

Build and maintain appropriate relationships with all external stakeholders and promote Beaumont Hospital future service opportunities.

Deputise for the CEO, acting for, and representing them in matters as and when required.

Develop and reinforce the reputation of Beaumont Hospital as a provider of excellent services.

Qualifications:

Qualifications:

Possess a degree in healthcare management or relevant professional/3rd level qualification.

Masters level qualification in Health Service/Business Management

Experience:

Possess sufficient administrative capacity to discharge the functions of the office in addition to management ability and experience.
Have experience of managing clinical services. (If the post holder is a registered clinical professional and wishes to maintain their clinical registration, then the organisation will support them in doing so).
Have a proven track record in general management, ideally in a large complex healthcare organisation or similar professional driven service industry.
Highly developed knowledge of managing multi-disciplinary professional teams.
People/Performance management skills.
Budgetary management.
Operational planning and implementation including strategic planning and options appraisal.

Experience in a similar or related role in a major acute hospital.


Specialist Knowledge:

Sound knowledge of the working of the wider healthcare system in Ireland.
Workforce and capacity planning, managing waiting lists and developing business cases.
Knowledge and application of key policies and procedures to include access to services, Health and Safety, HR Guidance and Governance etc.
