Job Description
Role Purpose
To be responsible for developing and monitoring nursing standards across Stewarts Care services.
The post holder has responsibility for promoting excellence in clinical care and practice across the organisation. The post holder will be responsible for the management of the undergraduate nursing programme HSP requirements.
Key Responsibilities
  • Support the development and implementation of the Nursing and organisational strategy, to ensure high professional standards of nursing practice and care are achieved and ensure a culture of continuous quality improvement is promoted.
  • Ensure that the undergraduate nursing programme delivers high quality learning outcomes and experience for student nurses and their preceptors.
The Person
  • Registered Nurse Intellectual Disability (RNID) with five years’ experience in ID or Registered Nurse with seven years’ experience in ID.
  • QQI level 9 in a relevant postgraduate qualification.
  • Evidence of participation in continued professional development.
  • Minimum two years nursing management experience at Clinical Nurse Manager 2 level or higher, which must have been in an Intellectual Disability setting.
  • Nurse Tutor or training and education experience would be preferable.
  • On appointment practitioners must maintain live annual registration in the Intellectual Disability Division of the Register of Nurses & Midwives maintained by (NMBI)
  • Possesses the clinical, managerial, and administrative capacity to properly discharge the functions of the role.

    Reporting Relationship Director of Nursing


    Job Purpose To be responsible for developing and monitoring nursing standards across Stewarts
    Care services.
    The post holder has responsibility for promoting excellence in clinical care and
    practice across the organisation.

    The post holder will be responsible for the management of the undergraduate nursing
    programme HSP requirements.


    Scope of the Role To provide expertise, education and support in the area of clinical care and nursing
    practice.

    Key Duties and
    Responsibilities • Support the development and implementation of the Nursing and
    organisational strategy, to ensure high professional standards of nursing

    practice and care are achieved and ensure a culture of continuous quality
    improvement is promoted.

    • Ensure that the undergraduate nursing programme delivers high quality
    learning outcomes and experience for student nurses and their
    preceptors.

    Nursing Standards


    • To promote to the highest possible standard of nursing governance and
    clinical nursing leadership across the services delivered in Stewarts Care.
    • Set achievable safe standards of nursing care and effectively monitor
    and respond to changing needs
    • To ensure that the nursing undergraduate programme is delivered inline
    with NMBI standards.
    • Ensure awareness of the undergraduate nursing curriculum,
    professional development for nurse prescribing and requirements for
    specialist and advance nursing developments.
    • Ensure that the IPC programme is delivered in line with standards and
    requirements.
    • In consultation with the Director of Nursing, support the continued
    development of nursing capabilities and service user supports in
    Stewarts in line with the Report on Shaping the Future of Intellectual
    Disability (2018)
    • Communicate educational and CPD opportunities to identified local and
    organisational nursing groups.
    • To support the care management team to ensure full compliance with
    HIQA standards.
    • Provide professional guidance, support and mentorship programmes to
    nurses in the organisation.
    • To maintain regular contact with nurses in all parts of the organisation
    and support them in education and continuous professional
    development.
    • Ensure clinical learning environments provide quality learning
    opportunities for student nurses.
    • To monitor, evaluate and audit nursing standards within the
    organisation.
    • Ensure the undergraduate team operate to the highest professional
    standard in supporting students in their placements.
    • Collaborate with teams across Stewarts and external services to develop
    quality services for persons with an ID.
    • Promote a human rights-based approach to nursing which respects the
    capacity, diversity and person-centred needs of persons with an ID.
    • Review and develop nursing templates and documentation systems
    within the EHR regarding professional and legal standards and
    requirements.

    Nursing Education

    • Work in consultation with the Learning and Development department in
    the identification, development of and implementation of nursing
    education priorities and courses.
    • Develop a training programme with TCD Nurse Tutor for students and
    preceptors.
    • To participate on the Learning and Development committee to agree
    nursing educational strategies and priorities throughout the year.
    • Support practice requirements of nurses across the service by
    identifying education and training needs and sourcing and delivering
    appropriate evidence-based training.
    • Engage with national and local NMPDU to identify and provide nurse
    education supports through the CNME’s.
    • Establish a pathway and supports for developing clinical competencies
    to deliver safe care.
    • Support and guide nurses undertaking post graduate courses.
    • Promote training opportunities from the team to deliver non nursing
    programmes as appropriate.
    • Ensure preceptors are supported in providing quality learning
    opportunities for students.
    • Develop and deliver Nurses fora and mentorship programmes and
    contribute to delivery of conference and webinars on issues relating to
    persons with an ID.
    • Have capability to deliver training, manage meetings on a variety of
    platforms in person and virtually.

    Policy Development

    • Contribute to the development and review of nursing and departmental
    policies and procedures, which comply with agreed best practice and high
    standards of care.

    • To identify nursing /care policies required by the organisation. Actively
    develop, implement, and provide guidance on such polices at the
    request of the Director of Nursing.
    • To adhere to Stewart’s policies and procedures and ensure
    implementation of same across the assigned caseload. Research
    • To support the Director of Nursing in development of research
    opportunities in line with developing Stewart’s strategy and building
    evidence base in intellectual disability nursing.
    • Actively promote evidence-based care as the fundamental basis in
    nursing care.
    • Support nurses and students to practice within and develop their scope
    of practice.
    • Undertake, and promote research-based projects in nursing throughout
    the organisation.
    • Engage in CPD and up to date knowledge of nursing literature, reports,
    research, and nursing developments.


    Management

    • Provide a high level of professional leadership and clinical leadership.
    • Operate as a senior nursing management role within the team with delegated
    responsibility and authority to manage the undergraduate programme team
    and assigned nurses.
    • Ability to manage deadlines and projects, and ability to write comprehensive
    reports and business plans.
    • Ensure the undergraduate programme is delivered in line with NMBI
    requirements and actively promote the programme.
    • Promote development of new CLE’s to provide capability and development of
    the programme.
    • Attend and contribute to partnership meetings with TCD, NMPDU and other
    external agencies as required.
    • Support and monitor the service plans and quality outputs of the assigned
    nursing team.
    • Promote good communication and positive working relationships within the
    team.


    • Ensure regular meetings and reviews with members of the team and partners in
    TCD.

    • Ensure assigned members of the team undertake required training and
    development appropriate to their role.


    • Ensure the team operate to safe and effective nursing practice in line with
    relevant legislation, regulation, and standards.


    • Ensure that nurses comply with NMBI professional requirements and take
    appropriate action in the event of poor professional practice.


    • Support the Quality office in carrying out clinical audit and quality assurance
    initiatives.
    • Audit nursing documentation across the EHR system against professional
    requirements and appropriate care and follow up accordingly.
    • To monitor assigned staff performance, provide appropriate supervision,
    governance, absence management, participation in education and CPD of staff
    assigned under the remit by the Director of nursing.
    • Participate in the development of quality initiatives including clinical audit,
    standards and policy development and investigations.
    • Assist with managing resources effectively and efficiently having reference to
    budgetary provision to ensure cost effective service.
    • Prepare reports as required.
    • Prepare / maintain records as required.

    Qualifications& Candidates must meet the following criteria relevant to the role:
    Experience

    • Registered Nurse Intellectual Disability (RNID) with five years’ experience in ID

    Terms and Conditions of Employment


    Remuneration Remuneration is in accordance with the Department of Health (DOH) consolidated
    pay scales.

    Current Salary Scale: €68,652 to €77,530
    Clinical Nurse Manager 3
    Salaries and increments are paid in accordance with DOH scales.


    Annual leave Depending on experience


    Working week The hours allocated to this post are 37.5 hours per week, exclusive of lunch breaks
    The allocation of these hours will be at the discretion of the Director of Nursing or a
    person nominated by them and in accordance with the needs of the service.


    Probation All employees will be subject to a probationary period of 6 months, with an
    extension if required to 9 months. This probationary period applies to all employees
    irrespective of their role or type of role.


    Garda Vetting Stewarts Care will carry out Garda vetting on all new employees. An employee will
    not take up employment with the organisation until the Garda Vetting process has
    been completed and the organisation is satisfied that such an appointment does not
    pose a risk to the service users and employees.
