The International Committee of the Red Cross (ICRC) is a neutral, independent organization ensuring humanitarian protection and assistance for people affected by armed conflict and other violence. The headquarters is located in Geneva. In 2023, we had 19,450 staff members working in 101 delegations and missions in over 100 countries around the world.
The ICRC delegation in Japan supports the organization’s field operations, making the most of Japan’s potential in terms of humanitarian diplomacy, fundraising, new technologies, human resources, cooperation with Japanese Red Cross Society and advocation of humanitarianism. Japan, today, is one of the ICRC’s major donors, providing support to countries and regions affected by armed conflict and violence.
【概要/Overview】
PURPOSE
Communication Officer contributes to designing, planning and implementing communication projects and activities in consultation with the Head of Communication and in coordination with the different departments at the Japan delegation. S/he supports the orientation, planning, monitoring and evaluation of the delegation’s communication and may supervise and provide technical support to COM interns. S/he advises the delegation on public communication issues, opportunities and challenges and contributes to implementing the public engagement and digital strategies.
【職務/Responsibilities】
ACCOUNTABILITIES AND RESPONSIBILITIES
・ Contributes to defining communication strategies and plans of action for the geographic area, in line with the delegation's priorities and communication strategy.
・ With minimum supervision, implements relevant activities and develops tools for: operational communication, community engagement, promoting international humanitarian law (IHL), building National Red Cross Society communication capacity, public and digital communication, and information analysis/environment scanning.
・ Supports the Head of Communication in networking with relevant stakeholders and represents the ICRC to various audiences. Works to enhance ICRC acceptance and promote IHL and other legal norms by producing localized/contextualized COM materials for relevant audiences.
・ Oversees production of the delegation's public communication materials. Develops and contributes to communication campaigns and tools to raise awareness about humanitarian issues.
・ Ensures accurate, timely and effective delivery of digital content, optimized for search and audience engagement, partnering with Audiovisual Producers, social media leads, Web Editors and Digital Officers primarily in regional communication centres and delegations.
・ Regularly reviews the effectiveness and impact of ICRC public communication activities and oversees monitoring of key issues related to how the ICRC is perceived in traditional and social media.
・ Facilitates and carries out communication-related training and coaching for interns and supports such training for other departments and the JRCS when needed.
・ Follows political, security, military and humanitarian developments, as well as other issues related to the ICRC's reputation/perception and capacity to operate in the geographic area covered, contributing to their analysis.
・ Serves as the focal point for different types of COM event, overseeing all organizational, administrative and logistical tasks.
・ Replaces the Head of Communication during their absence.
【応募要件/Requirement&Experience】
・ University degree in related domains
・ Excellent communication skills. Minimum 3 years’ work experience relevant to communication.
・ Excellent writing skills. At least 2 years’ experience writing for an international audience.
・ Minimum 2 years experiences in web design, development and management, and/or public relations activities, branding, advertising and writing/editing in a consumer industry.
・ Detailed knowledge of the online environment, data communication network, and relevant software applications and IT technologies.
・ Proven initiative and creativity.
・ Good analytical skills.
・ IHL knowledge an asset.
・ Sound knowledge of the political, social and media environment in Japan.
