ROLE OVERVIEW:

• As the Development Planning Manager, you will lead and build a dynamic team responsible for the entire development planning process, from land acquisition to project completion. You will oversee and coordinate with various departments, ensuring that projects are delivered on time and meet the company's financial and quality standards. This role is critical to our company's growth strategy, and you will be instrumental in achieving our ambitious targets.

KEY RESPONSIBILTIES:

• Land Acquisition and Joint Ventures:
• Explore opportunities for joint ventures with landowners or land acquisitions for development.
• Conduct feasibility studies in collaboration with the Marketing and Contract Departments to assess potential projects within 2 weeks to 1 month.
• Present proposals to the Board of Directors for approval and, upon approval, proceed with JV proposals or land purchases.
• Project Planning and Coordination:
• Engage and manage the full consultant team to develop submission plans, ensuring all project margins and management expectations are met.
• Coordinate and lead brainstorming sessions with internal departments and consultants to refine project plans.
• Submission and Approval Process:
• Review submission plans to ensure compliance with all regulatory and authority requirements.
• Follow up closely with authorities to address any queries and expedite the approval process, minimizing idle time.
• Project Execution and Monitoring:
• Initiate weekly coordination meetings during the approval process, tracking timelines across departments.
• Attend fortnightly Consultant Coordination Meetings on-site to discuss progress and address any issues related to the authority-approved plans.
• Post-Completion Handover and Review:
• Oversee the handover of Operation & Maintenance (O&M) plans and other related documents to the Building Management team.
• Conduct post-mortem meetings to evaluate project outcomes and identify areas for improvement in future projects.
• Team Leadership and Development:
• Lead, mentor, and develop a team comprising Junior and Senior Development Planning Executives and Project Engineers.
• Impart knowledge and skills to team members, enabling them to independently manage projects under your supervision.
• SOP Development and BIM Implementation:
• Formulate and implement a Standard Operating Procedure (SOP) for the Development Planning Department, covering all stages from land acquisition to project completion.
• Lead the transition to Building Information Modeling (BIM) systems by 2035, ensuring the company remains at the forefront of technological advancements in the industry.

Qualifications and Experience:

• Minimum of a Bachelor’s degree in Architecture, Civil & Structural Engineering, Project Management, or a related field.
• At least 10 years of experience in the property development industry, with proven experience in managing high-rise projects from land acquisition to completion.
• Strong knowledge of the development planning process, regulatory submission, and approval procedures.
• Fluent in Mandarin, English and Bahasa Malaysia, both written and spoken
• Leadership experience with a proven ability to build and manage teams effectively.
• Excellent communication skills, with the ability to coordinate with authorities, consultants, and internal departments.
• Open-minded with a willingness to embrace new ideas, technologies, and concepts from global markets.
