Senior Learning and Development Specialist

This role will encompass:
Programme Design and Facilitation
Design and delivery of learning programmes, including leveraging RBC approved programmes, ensuring there is a consistent, high standard of workplace, formal and informal learning support with solutions tailored to accommodate specific learner/audience needs across delivery channels. Adult learning principles supported to encourage active engagement from all course participants. It is imperative that this role delivers learning that is targeted, timely and connects to RBC vision and values.
Programme Management
Act as a key delivery integrator, responsible for the successful implementation of learning initiatives, whether internal or external, by leveraging technology, best practices and efficient processes, together with robust reporting.
Learning & Performance Consulting
Identify performance gaps and determine the root cause to provide a results-driven recommendation, supported by data, of learning experiences and solutions to close performance gaps and deliver strategic learning solutions that drive the business & talent strategies forward.
Note that this role may be required to perform administrative tasks, such as the Malaysian Human Resources Development Corporation (HRDC) levy management and claims processing, managing enrollments, attendance tracking, and reporting
Job Description
PROGRAMME DESIGN AND FACILITATION
LEADS:
-
Learner experience:
- Facilitates targeted, consistent and timely learning programmes, with ease and impact, demonstrating mastery of delivery tools across a variety of channels (instructor-led as well as virtual instructor-led) ensuring the learner is set up for success.
- Supports adult learning principles by staying current with learning technologies and methodologies to ensure high engagement of all participants, acting as the voice of the learner and fostering a high achievement environment.
- Develops and maintains strong relationships with Subject Matter Experts, Business Partners and RBC Learning colleagues to keep current and up to date on programme content.
SUPPORTS:
- Content Management and Development:
Contributes to, and participates on co-creation as well as continuous improvement projects to provide advice on content and activities to ensure the end-user and facilitator perspectives are reflected, as well as to enhance the efficiency and effectiveness of delivery programmes by offering suggestions to deliver cost effective training through utilizing alternate delivery channels, repurposing of content, practices and tools.
PROGRAMME MANAGEMENT:
Learning Programme Management
- Manages implementation of BAU learning programmes, such as virtual/in-person instructor-led sessions, incl. invitations, materials, catering, facilitator coordination, charge-outs, roster/history upload, and evaluations distribution).
- Manages learning programme delivery scheduling and planning to maximize resource use and minimize costs providing senior management with timely updates on operational delivery issues.
- Planning, costing, and monitoring budget, including preparing and processing required charge-outs & invoicing for learning events, including internal invoicing related process (e.g. Coupa).
Workday Learning/LMS Administration
- Provides first-level support to Learners and responding to learning issues received/escalated from the regional L&D mailbox (i.e. triage, investigation, action).
Relationship Management
- Supports the sourcing, onboarding, and management of local vendor partner relationships working with Senior Regional Learning & Performance Consultant, Procurement, and Senior Manager, Vendor Relations.
- Provides end-to-end oversight for learning solutions through all phases of the learning framework for assigned projects: Analysis, Design, Development, Implementation and Evaluation.
- Participates in and/or leads regular project team meetings to keep team members engaged and to ensure project deliverables are on-time and within budget and escalates if there are risks or changing circumstances, incl. project post-mortems and post-implementation reviews to identify opportunities for continuous improvement.
Marketing & Communications
- Promotes L&D value proposition and markets learning solutions through vehicles like Connect, Web Ex, Lunch & Learns, campaign development to increase employee awareness and engagement with learning and increase traffic to learning assets.
- Champions and fosters an always learning mindset within the business; actively markets and promotes signature programmes to build awareness of existing solutions thereby eliminating/decreasing the need for custom learning solutions.
Reporting Management
- Supports learning evaluation strategies, business reviews, routines, reporting and metrics.
LEARNING & PERFORMANCE CONSULTING:
Strategic Advisor
- Builds relationships and creates trust by having a deep understanding of the platform strategic vision, key performance indicators, and talent strategy to enable employee development which impacts performance and business outcomes.
- Determines if a training solution is possible and/or appropriate, then provides thought leadership on learning solutions and stakeholders ideas and concepts to business partners for decisions and buy-in.
- Contributes to and executes on the Learning Strategy.
- Provides guidance on the learning solutions, leveraging best-in-class methodologies and innovative technologies to provide effective learning through a variety of modalities (instructor-led, virtual, digital).
Assessment:
- Collaborates with HR & business partners to identify the performance gaps and enablers to strengthen employee performance and execute learning solutions that meet the business/HR strategy requirements.
- Understands the goals and outcomes of learning solutions to communicate metrics of success back to the business/platform.
Consultation
-
Executes the learning and performance plan which includes communicating:
- Solutions, tools and resources to support and close the skill/performance gaps.
- Enablers, dependencies and obstacles.
- Outcomes and measures of success.
- Manages vendor partner relationships, working with Procurement and Senior Manager, Vendor Relations if there are no Enterprise learning assets to support the recommendation.
Monitoring and Data Analytics
- Evaluates the implemented recommendations/solutions to understand the impact it had on the business objectives outlined in the problem statement.
- Uses data to have productive and proactive conversations with stakeholders to aid in decision-making on learning strategy now and in the future.
- Participates and assists in the production of Quarterly Business Reviews using data from the Learning COE partners including status, budget updates, recommendations, vendor spend and review of results that assess the effectiveness of programmes, courses and content based on input from Learning COE and learning trends.
