Change Analyst (L2) - PD&D Change and Delivery Management

Customer and Compliance Services (CCS) - Planning, Design and Delivery (PD&D) enables high quality design and delivery of integrated change management and interventions across systems, processes, and workforce effort to achieve customer outcomes and benefits. It champions, role models systems thinking, and fosters a design and innovation ecosystem that ensures Inland Revenue (IR) is leveraging its capabilities to improve customer outcomes.
PD&D teams play a key role in planning for, prioritising, designing, scheduling, and implementing changes to systems and related business processes which IR and our customers rely on every day. The changes we will be collectively managing may come from policy, technical advice, or procedural adjustments or via updates and improvements to functionality.
Mō te tūnga - About the role
As a Change Analyst, you will use your change management expertise to lead, facilitate and implement the delivery of change for the PD&D work programme that will impact IR and our customers. You will be responsible for deliverables such as impact assessments, readiness plans, communication plans and stakeholder engagement as well as other change activities.
You will build and leverage networks across IR to deliver change, working closely with the Change and Delivery Management Service Owner, Release Leads, other Change Analysts, SME's, and other experts. You will collaborate with a wide group of stakeholders across IR to identify and confirm impacts, craft communications and plan engagement activities.
In this varied role you will also do the following:
- Identify and document what will change as a result of the initiative being implemented, and the impacts on our people, business processes and customers
- Work with the Change team to proactively plan and execute stakeholder engagement activities
- Work with other Change Analysts on documenting change impacts in formal change management deliverables e.g. Change Impact Assessments
- Compile communication and stakeholder engagement plans for the various phases of initiatives and execute communication and engagement activities through to implementation phase
- Identify and address gaps, overlaps and interdependencies
- Uplift capability within the Change team through sharing knowledge and experience
To be successful in this position, you will bring the following:
- Proven experience delivering and leading change management with a strong understanding of change management tools and methodologies
- Formal and recognised change management certification.
- Strong analytical capability with an eye for detail
- Thought leadership and ability to think strategically in the change management space
- Ability to self-manage, effectively prioritising and manage conflicting demands and tight timeframes to deliver on commitments
- Calm under pressure, ability to navigate ambiguity and working in a fast paced, ever-changing environment
- Stakeholder engagement expertise, including building and maintaining effective relationships with senior stakeholders.
- Strong writing and facilitation skills
- Collaborative approach to deliver outcomes
- Previous experience at Inland Revenue would be advantageous but not required
