Job Summary:
The Admin & Safety and Security Officer will provide reliable support for managing the safety and security risks of its program operations, staff, assets, and offices. The individual is required to support emergency response in the field with program teams ensuring safety and security mechanisms are in place. The individual is expected to provide full-time support, including being available out of normal business hours to proactively assess and respond to any related Admin safety and security risks or needs.
This post will also be responsible for coordinating and supervising office administration, general services and logistics of CARE Pakistan’s Field Office including the movement of staff (staff logistics) and vehicles (fleet management), as well as set up of administration of office support systems and assets monitoring – telephone communications, office vehicles, furniture and fixtures.
Key Responsibilities:
1- Safety and Security Operations (60%):
  • Fully support and assist program teams in the field. During the emergency (flood, earthquake etc) response or other project implementations ensuring safety and security systems are in place and practiced.
  • Frequent field travels (60%-70%) to affected or other project implemented districts and conducts safety and security risk assessments, identifies potential risks, and advises mitigation strategies.
  • Provide detailed security briefings/orientation to field-based staff.
  • Close coordination with other organizations / Government offices that are providing flood response or other nature of the project implementations on humanitarian grounds in the areas.
  • Ensure the implementation of the CO’s standard operating procedures (SOPs) for maintaining secure operations for CARE staff members in field offices and field assignments.
  • Ensure ongoing communication and coordination with individual CIP Program Managers as well as CIP Program Coordinators/Directors so that current awareness of key programming activities is integrated into the Safety and Security’s internal planning.
  • Support the Safety and Security unit to satisfactorily undertake liaison with government and law enforcement authorities (LEAs) to ensure safe movement of staff for CARE business and related safety and security risk management.
  • Ensure that CIP offices are equipped with the required safety and security equipment and coordinate with the admin or other relevant team for its timely installation, repair and/or maintenance.
  • Vigilantly assess safety and security threats and risks to CARE and disseminate these on time with appropriate recommendations/advice to staff.
  • Report to the safety & security Manager of any instances of staff non-compliance to established protocols or procedures and provide recommendations for corrective actions.
  • Oversee and ensure safe staff movements for CARE business.
  • Keep abreast with the security situation in area of your deployment and provide short daily progress updates and weekly progress reports to Safety & Security Manager.
  • Ensure and support that staff generate online trip tickets & local field plans before they move to field their field areas and or out of the station; and these travels are approved from the appropriate authorities, line managers, safety & security department and country director.
  • Attend regular government and I/NGO security network meetings within field office(s) and ensure discussion points from these meetings are communicated internally with the safety & security manager timely:
  • Understand and comply with all CARE International and Pakistan safety and security policies, protocols, humanitarian principles, programming principles, CI PSEA Policy, CI Gender Policy, and Core Values.
  • Monitor CCTV at field office, and report to safety & security manager of any finding that required attention.
  • Monitor Vehicle tracking system and ensure vehicle movement is as per plan.
  • Ensure that established movement tracking protocols are adhered to by both the Safety and Security unit and all CIP staff.
  • Send security and safety alerts to all staff by SMS, Whats App, and email.
  • In case of an emergency, provide first aid to any staff member in need.
  • Monitor vehicle daily checklist to ensure that all fleet is in excellent condition.
  • Support the CO in providing a thorough, regular safety and security analysis and in-house briefings for staff and visitors. This includes preparation and updating of safety and security briefing packages keeping in view the present local security situation.
  • Provide administrative and logistics support as and when required.
  • Safety and Security is everyone’s responsibility within CI through full compliance and accountability (as per Principle –ii of the CARE International Safety & Security Principles).
2- Office Admin, Logistics and Fleet Management (30%):
  • Provide general administrative support to Project Team in the Field Office.
  • Ensure close collaboration with Islamabad Office on all aspects of the day-to-day operations and participate and keep up to date with partner’s administrative operations.
  • Support CIP core admin and management team for maintenance of office support systems for telecommunications, general office support, vehicle management, travel and accommodation support and all necessary support as needed.
  • Monitor maintenance of project offices and activities.
  • Ensures the availability and proper utilization of project-related facilities.
  • Ensures the professional working atmosphere around the project offices.
  • Help ensuring clean healthy environment.
  • Ensures all project materials (computers and accessories) are in good order.
  • Provides timely report regarding the project administration activities.
  • Ensure arrival / departure of project visitors/ CIP staff.
  • Ensure suitable accommodation for visitors / CIP staff.
  • Support the maintenance of the project office premises, furniture, and fixtures.
  • Always ensure project staff safety.
  • Directs and controls the workflow regarding maintenance and proper vehicle use.
  • Ensure adequate transportation is available for project staff & visitors.
  • Ensure complete project property register is maintained; all items are entered in property register and properly tagged.
  • Reconciles the list of project property annual physical counts against the records.
  • Ensures that all project items in the store are properly registered and stored.
  • Ensures that all necessary formalities of project goods received and dispatched are always adhered to.
  • Ensures that all fast-moving project stock items are timely transferred, and no gap is created.
  • Ensures that computerized project store record is kept of all project assets.
3- Capacity Building (5%)
  • Build capacity of CARE staff in understanding and complying with the safety protocols.
  • Support in organizing simulation exercises for the staff for situations like Fire, Attack on the office, earthquake etc.
4- Perform Other Duties as Assigned (5%):
  • Undertake any additional tasks or responsibilities as required by the organization or the emergency situation.
  • Ensure full compliance with CARE International’s Safety & Security Principles, recognizing that safety and security is everyone’s responsibility.
  • QUALIFICATIONS (KNOW HOW)
A) Education/Training:
Required
  • Bachelor’s degree in Business Administration or Social Sciences
B) Experience:
  • At least 4 years of similar work experience of serving in LEA’s and/ or other security firms.
  • Experience of working with an international donor organization/ NGO will be an added advantage.
  • Should be able to prepare reports in MS word/Excel/outlook/power point. Good skills in the use of computers
  • Demonstrated technical and managerial ability, sound judgment, ability to interact and work effectively with others at all levels.
  • Demonstrated leadership ability to inspire and empower others.
  • Excellent communication presentation skills and proficiency in English.
  • Excellent and proven experience in strategic planning of human resource management.
  • Firm belief in teamwork, gender equality, transparent and participatory management.
Note: This position is conditional on the availability of funding. Further, this position will be for deployment in Sindh and/or Baluchistan with the exact duty station to be notified at the time of offer, depending upon the response location.
