PURPOSE
In coordination with the Hospital Program Manager and hospital team, the Health Field Officer 3 supervises the planning, implementing, and monitoring the hospital health program(s), in Balochistan and/or in a specific geographic area, according to the objectives set out in the delegation's annual planning (Planning for Results). Based on the skills required for this position, s/he has the capacity to contributes actively, deliver services, and oversee the program with a degree of autonomy (e.g. hospital settings). In addition, the Health Field Officer 3 contributes to complex health administrative and secretarial support (e.g. medical logistics; trainings), and health data management pertaining to the hospital program in an integrated and transversal approach with other health programs and departments.
Functional Responsibilities:
Field and operational activities
  • With the support of the Hospital Program Manager, conducts assessments and contribute actively to the analysis of the overall health situation and health needs of the population and more specifically weapon wounded patients in the area of responsibility (Ao R).
  • Contributes to the annual planning process (Planning for Results) and the hospital project planning by establishing plans of action and leads the implementation of administrative objectives of the program in Ao R.
  • Implements the hospital health program within his/her geographic area or field of responsibility/expertise.
  • Conducts regular field visits to monitor activities and health-related threats to the population.
  • Assesses and identifies the hospital's material needs within the framework of the allocated budget; manages all hospital supplies from ordering to distribution, including quality control.
  • Identify and proposes evidence-based strategies in line with international and national standards, institutional guidelines and delegation priorities.
  • Works closely with all ICRC health staff to implement any interventions upon request by supporting the implementation of any First Aid, Prehospital, Wat Hab (Water & Habitat), Physical Rehabilitation Programs in their Ao R’s if required under the direct technical supervision of the program manager.
  • Understands and participates in Mass Casualty and Preparedness plans at the Emergency Department of supported hospital (s) when and if necessary.
  • Coordinates hospital administration activities with the Medical Logistics and Wat Hab teams when needed.
  • Manages non-medical hospital support services (e.g. laundry, tailoring, hospital maintenance, biomedical engineering, cleaning and medical waste management), if applicable together with his/her local counterpart.
  • Executes administrative and office work related to his/her project and activities.
  • Contribute to the HCID (Health Care in Danger) initiative promotion, dissemination, and documentation when required.
  • Support the development and implementation of emergency health response plans in the event of outbreaks, natural disasters, or situations of violence.
Communication, Reporting, and Management of Information
  • Participates actively in the prompt collection, analysis and sharing of health data including statistics (DHIS II), project reports (e.g. Project Activities Management -PAM), and any other relevant Health information that is pertinent to the hospital program.
  • Drafts and contributes to other reports as needed: Monthly Operational Report, field visits, meetings, training, workshops, telephonic contacts as requested by the Health Department.
  • Updates timeline tables and charts, schedules and other tools used in Health Department, and ensures invoices related to program, are followed up on.
  • Contribute organizing and archiving all documents are relevant for the hospital program implemented
  • Communicates and reports on the health context and population’s needs as well as on relevant local security and health policy matters.
  • Contributes to develop network, maintain contact, and exchange information with Mo H health authorities at local (hospital)/regional levels, PRCS, community members and other relevant health interlocutors as requested by the Health Department.
  • Collaborates and keeps correct contact with the Health colleagues and other ICRC colleagues in the different Departments to implement ICRC Health activities in their Ao R.
  • Participates actively in the organization and facilitation of the training activities programmed by the Health Department (ERTC, BEC, etc.), in coordination with hospital and FA and Prehospital teams, and maintains the contact with the participants.
  • Participates in the written translation between local language and English of Health documents and information if required.
  • Represents the ICRC hospital project in meetings with the local authorities and other relevant stakeholders when needed.
  • Documents and shares reports timely with Health management team Coordinator or Deputy Health Coordinator
Medical Logistics.
  • Support Hospital Program Manager in assessing medical and non-medical items needs and support in the management of donations.
  • Prepare ROs, donation letters, and ensure the correct documentation including signatures of the packing lists during the donation processes.
Certifications / Education required:
  • Degree in medicine or nursing, with emergency care expertise.
  • Qualifications in public health or hospital program management.
  • Fluent written and spoken command of English and the local working language (Pashtu, Urdhu).
  • Licence to practice in his/her own country.
Professional Experience & Skills required
  • 3 to 5 years of total work experience (including 2 years of clinical experience) with minimum 2 years’ experience in the humanitarian sector.
  • Proven experience in developing and implementing public health programs. in overall emergency care and preparedness.
  • Demonstrated expertise in emergency care and preparedness and operational readiness.
  • Proven capacity to work independently, and to deliver on deadlines during periods of intense stress and activity.
  • Great capacity to synthetize information quickly and concisely.
  • Excellent interpersonal (team-work) with sound communication skills.
  • Fluidity in integrating changes and dealing with important volume of work.
  • Good connections with local health authorities or groups of interest for the ICRC is an asset.
  • Excellent knowledge of the assigned geographic area.
