CHILD SAFEGUARDING:
Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE: The Project Coordinator will ensure management of the IOM Shelter and WASH related project. He/she is expected to lead on sectoral assessment, project planning, coordination, recruitment and procurement, usually at a Provincial/district level for proper delivery and implementation of project.

Budget Responsibilities: Shelter and WASH Project budget
Role Dimensions: Budget management and Planning, Reporting and Follow ups.

KEY AREAS OF ACCOUNTABILITY:
Programme Management/Implementation:
  • Lead the program implementation according to SC Policy and procedures.
  • Responsible for monthly quarterly donor report writing.
  • He/she is Responsible for staff management.
  • He/she is responsible for project delivery with quality.
  • Leading on research, learning and Shelter and WASH project monitoring activities and can prepare plans in close coordination with MEAL team.
  • Lead Shelter and WASH aspects of technical assessments in coordination with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
  • With support from the Area Director and Shelter and WASH Advisor and/or other senior programme staff, develop project plans and budgets for your intervention area, contributing towards an overall thematic programme plan and master budget.
  • With support from the Area Director and WASH and Shelter TA and/or other senior programme staff, with the HR team, identify technical staffing needs for emergency programmes, and support rapid recruitment, induction, and training of new staff.
  • Under supervision of AD Balochistan or other senior programme staff, identify Shelter/WASH programme supplies coordinate with the logistics team to put in place a sensible phased procurement plan.
  • With support from the MEAL team put in place a MEAL plan for your project, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
  • With support from the Accountability lead put in place accountability activities for your project, ensuring that feedback from children and their families is considered in project design.
  • Prepare and oversee project implementation to ensure timely delivery of project activities (for example, monitoring against log frames, individual performance management work plans).
  • PC Shelter and WASH will prepare timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
  • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and SCI global strategies in coordination with AD Balochistan and Shelter/WASH Advisor.
  • Quality changes are expected as per ground realities and designs and PC is responsible for taking lead in close consultation with WASH/Shelter Advisor and AD.
Capacity Building:
  • Identify learning and training opportunities for Shelter/WASH project staff and work as a mentor and role model for less experienced staff.
Representation & Advocacy & Organisational Learning:
  • Ensure that Save the Children's Shelter/WASH work is coordinated with efforts of other agencies and Government at provincial level, and support Interagency Coordination forums in your intervention area, advocating for the specific needs of children. This may involve attending coordination working groups or leading such groups at sub national level.
  • With support from the Area Director/Shelter/WASH TA and, assist in advocacy activities that target decision-makers in-country.
  • To attend Shelter/WASH technical working group at district and provincial level and represent SC Pakistan
  • Contribute to communications team and media for case studies, learning and success stories for project.
General:
  • Deliver high quality results in line with the on-going proposals and Save the Children’s strategy – to do this in a way which maintains the reputation of the Shelter/WASH team.
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Help be responsible for the security of all staff. Ensure that the security, health and wellbeing of staff are ensured, and staff management and other processes and policies and systems reflect SC's principles of equity and fairness.
  • To perform such other responsibilities as agreed with your line management.
  • Provide training to Contractors/Vendors/labours and other stake holders to deliver project with do no harm and quality aspects.

QUALIFICATIONS
  • Education to BSc/BEng level in Public Health, Water Engineering, or a related subject, or equivalent field experience of WASH/Shelter and construction


EXPERIENCE AND SKILLS
Required:
  • Minimum 7 years’ experience of working in Shelter/WASH-related humanitarian programmes.
  • Previous experience of managing a Shelter/WASH team.
  • Previous experience of Shelter/WASH project management, implementing Shelter/WASH projects within agreed timescales and budget limitations
  • Experience of and commitment to working through systems of community participation and accountability in a Shelter/WASH context
  • Knowledge of monitoring and evaluation
  • Experience of training and capacity building Shelter/WASH staff
  • Knowledge of institutional donors and experience of developing proposals
  • Ability to write clear and well-argued assessment and project reports.
  • Excellent communication skills
  • Strong influencing skills
  • Politically and culturally sensitive with qualities of patience, tact, and diplomacy
  • Fluent in written and spoken English, Urdu.
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of SC.
Desirable:
  • Knowledge of local languages (Pashto), Persian or Dari
  • Experience or knowledge of working and living in relevant regions/contexts.
  • Specific experience of managing IOM or UN funded project.
