Senior PFM Expert – Support for the Implementation of National Fiscal Plan (REMIT Programme)

The Revenue Mobilisation, Investment and Trade (REMIT) is a 39-month (2021 – 2025) program funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and is implemented by Adam Smith International (ASI). The program provides technical assistance (TA) to Pakistan with a broader objective to implement reforms for strengthening macroeconomic stability and improving conditions for high and sustained growth, mutual prosperity, job creation, and poverty reduction. The Programme works towards supporting the Government of Pakistan, its relevant ministries, institutions, and departments to strengthen revenue mobilization reforms/initiatives, address investment environment challenges, facilitate trade and drive competitiveness by reducing trade barriers, and improve the macroeconomic policy and its management.

The staff-level agreement of IMF requires the government to formalize a National Fiscal Pact (NFP) with the provinces to ensure implementation of tax and expenditure reforms. The MOF has delineated a plan of action to reach the Pact and has requested the REMIT team to support. In particular, the team will be responsible for the following:

Assist MOF in assessment of issues to be included in the continuing intergovernmental consultations in the agreement

Work on and develop data analyses and technical details to support discussions and intergovernmental consultations

Provide technical inputs in developing technical provisions of the Pact

Support MOF to draft the NFP.

Support development of a mechanism for implementation of NFP

Job Summary
The Senior Public Financial Management expert on this activity will play a crucial role in this team, including in stakeholder engagement, consultation, and overseeing the data review and collection of sample data. The incumbent will also co-author key reports within the activity, including on economic decision processes. They will also develop simulation models to test policy options, and provide the Mo F with required assistance in draft policy papers.
Duties and Responsibilities

Consultation and Stakeholder Engagement

Carry out consultations with key officials in MOF to chart out a list of support documents to be prepared for the development of National Fiscal Pact;
Assist MOF is organizing consultations with the provinces;
Support organization of intergovernmental consultations
Organize workshops to conduct technical consultations on various policy options

Data Collection and Review

Assist MOF in performing technical review of provincial documents on HEC decentralization of expenditures, property tax collection systems harmonization, PSDP take up, agriculture income tax and other related matters;
Oversee collection of sample data on economic cases considered in ECC and carry out analysis in light of the IMF program and government’s policy priorities;
Carry out data collection on expenditures, revenues, and intergovernmental transfers and prepare a database of federal and provincial tax collection and expenditures.
Carry out analysis of NFP implementation as delineated by the MOF;

Economic Modelling
Assist in development of policy simulations of various fiscal arrangements;

Policy drafting and reports

Provide inputs to draft policy papers, including on the framework for improved intergovernmental functioning, and key adjustments to revenue sharing arrangements.
Develop report(s) on economic decision processes and identify weaknesses and strengths in the processes.

Reporting
The consultant will report to the REMIT Team Lead and REMIT Macroeconomy Lead.

Qualifications and Experience:

A minimum of 15 years of experience in fiscal planning at the national level.
Comprehensive knowledge of Pakistan’s federal and provincial financial systems.
Experience in overseeing intergovernmental fiscal transfers
Excellent understanding of economic policies and variables like interest rates, and inflation rates.
System development and data expertise for the development of economic simulation models.
Minimum master’s, preferably Ph D qualification in economics, statistics, or related field.
Strong review and analysis skills, with the ability to review technical policy and legal documents.
Ability to engage with senior-level government officials, and to facilitate the process of getting things done vis-à-vis timelines, responsibilities, and resources required to deliver individual actions.
Excellent record keeping, report writing, communications, and presentation skills.
Excellent oral and written English.
