Senior Policy Expert – Support for the Implementation of National Fiscal Plan (REMIT Programme)

The Revenue Mobilisation, Investment and Trade (REMIT) is a 39-month (2021 – 2025) program funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and is implemented by Adam Smith International (ASI). The program provides technical assistance (TA) to Pakistan with a broader objective to implement reforms for strengthening macroeconomic stability and improving conditions for high and sustained growth, mutual prosperity, job creation, and poverty reduction. The Programme works towards supporting the Government of Pakistan, its relevant ministries, institutions, and departments to strengthen revenue mobilization reforms/initiatives, address investment environment challenges, facilitate trade and drive competitiveness by reducing trade barriers, and improve the macroeconomic policy and its management.
The staff-level agreement of IMF requires the government to formalize a National Fiscal Pact (NFP) with the provinces to ensure implementation of tax and expenditure reforms. The MOF has delineated a plan of action to reach the Pact, and has requested the REMIT team to support. In particular, the team will be responsible for the following:
The Senior Policy expert on this activity will lead the team in stakeholder engagement, consultation, and policy design. The incumbent will also co-author the key reports within the activity, including on economic decision processes. They will oversee the development of simulation models to test policy options, and provide the Mo F with required assistance in draft policy papers. A key dimension of this job will also be the identification of key areas requiring improved intergovernmental coordination.
Duties and Responsibilities
Qualifications and Experience:
The consultant will report to the REMIT Team Lead and REMIT Macroeconomy Lead.
The staff-level agreement of IMF requires the government to formalize a National Fiscal Pact (NFP) with the provinces to ensure implementation of tax and expenditure reforms. The MOF has delineated a plan of action to reach the Pact, and has requested the REMIT team to support. In particular, the team will be responsible for the following:
- Assist MOF in assessment of issues to be included in the continuing intergovernmental consultations in the agreement
- Work on and develop data analyses and technical details to support discussions and intergovernmental consultations
- Provide technical inputs in developing technical provisions of the Pact
- Support MOF to draft the NFP.
- Support development of a mechanism for implementation of NFP
The Senior Policy expert on this activity will lead the team in stakeholder engagement, consultation, and policy design. Duties and Responsibilities
- Consultation and Stakeholder Engagement
- Carry out consultations with key officials in MOF to chart out a list of support documents to be prepared for the development of National Fiscal Pact;
- Assist MOF is organizing consultations with the provinces;
- Support organization of intergovernmental consultations
- Organize workshops to conduct technical consultations on various policy options
- Data Collection and Review
- Assist MOF in performing technical review of provincial documents on HEC decentralization of expenditures, PSDP take up, agriculture income tax and other related matters;
- Oversee collection and analysis of sample data on economic cases considered in ECC in light of the IMF program and government’s policy priorities;
- Economic Modelling
- Assist in development of policy simulations of various fiscal arrangements;

Policy drafting
- Lead in the drafting of policy papers, including on the framework for improved intergovernmental functioning, and key adjustments to revenue sharing arrangements
Qualifications and Experience:
- A minimum of 20 years of experience of working at the highest policy making levels in Pakistan
- Comprehensive knowledge of Pakistan’s financial management systems.
- Excellent understanding of economic policies and variables like interest rates, and inflation rates.
- Experience in system development and data expertise for the development of economic simulation models preferred.
- Minimum master’s, preferably Ph D qualification in public policy, economics, or related field.
- Strong review and analysis skills, with the ability to review technical policy and legal documents.
- Experience engaging with senior-level government officials, and a proven track record of facilitating the process of getting things done vis-à-vis timelines, responsibilities, and resources required to deliver individual actions.
- Excellent record keeping, report writing, communications, and presentation skills.
- Excellent oral and written English.
The consultant will report to the REMIT Team Lead and REMIT Macroeconomy Lead.
