Overview:

URC is anticipating USAID funded five-year TB Luzon Activity in the Philippines. USAID’s TB Luzon Activity will propel the country toward achieving the 95-95-95+ global 2030 TB targets. The TB Luzon Activity is designed to empower local counterparts, spur local innovations, and scale up TB screening, diagnosis, prevention, and treatment. This will be achieved through bridging local success with Global perspectives, promoting people centered care, expanding quality services, integrating smart technology and strengthening data driven decision making. By expanding evidence-based TB services coupled with end-to-end data visibility, we will empower national, regional, and local decision makers to use real-time data for informed decision making, strengthening adaptive management and learning.

URC seeks an experienced Grants Coordinator for the anticipated five-year USAID-funded TB Luzon Activity in the Philippines. Under the supervision of the Operations Manager, the Grants Coordinator will manage all aspects of grant processing and administration. Responsibilities include maintaining grant files, conducting budget analysis, preparing financial reports, and ensuring compliance with URC and USAID policies. The coordinator participates in planning meetings, conducts field visits, and reviews subgrantee reports. Additionally, they handle payment requests and maintain accurate records.

Roles and Responsibilities:

Maintains individual grant files and documents for all phases of grant processing and management which includes applications, concept papers, evaluation, due diligence review, budgets estimates, invoices and fund disbursements, and contracts/agreement consistent with the grant and program requirements;
Performs grant-related post-award functions, including budget and expense analysis, periodic invoicing, financial reporting, reconciliations, re-budgeting;
Prepares accurate and timely financial reports on grants for internal management purposes;
Participates in sharing and planning meeting to discuss and address issues related to grants programme implementation;
Assists in the provision of technical and logistical support in grants management to ensure it is in compliance with URC and USAID policies and financial guidelines;
Conducts occasional field visits in accordance with the monitoring and evaluation plan and in coordination with other technical team officers;
Reviews program reports of sub grantees to ensure that the grantees have good appreciation of the terms and condition of the subgrant agreement as well as the performance of clauses and other standard provisions in the administration and management of the grant;
Reviews fixed award invoices and prepares corresponding payment requests in accordance with URC policy and USAID rules and regulations.

Qualifications:

Bachelor's degree in business, finance, or equivalent;
A minimum of 3 years of experience in grants management;
Knowledge and experience of US government rules and regulations;
Relevant experience in building capacity of local organizations and their staff;
Fluent in English and demonstrated excellent oral and written communication and representation skills;
Willingness to work with others in an interactive team setting;
Good interpersonal, organizational and team building skills;
Computer literacy (Microsoft Word, Excel, Power Point, and Costpoint as an advantage).
