CONSULTANCY: Finance /Budget Planning for TB National Strategic Plan

Background:
The TB-Free Luzon Project, a newly awarded 5-year project funded by the United States Agency for International Development, is being implemented by University Research Company. The project will support the TB program in achieving the desired TB impact and outcome indicators. It aims to increase access to, strengthen, and improve the quality of TB service delivery at the national, regional, and local levels through improving social and behavior change (SBC), diagnosis, prevention, care, and treatment of TB in public and private sector through multi-sectoral collaboration in Luzon and NCR. It seeks to establish and implement technical initiatives and build the capacity of the national TB program, local government counterparts, and health managers to provide accountability and oversight for the TB programs and facilitate a phased transition of these initiatives to local entities.
As part of its technical assistance, TB-Free Luzon is supporting the DOH-Disease Prevention and Control Bureau in finalizing the TB Program National Strategic Plan 2025-2030 (TB NSP).
The updated Phil STEP1 2020-2023 concluded last year and based on its key indicators, the country achieved and exceeded its TB case notification targets but fell below target for drug-resistant TB notification, treatment success rate (both drug-susceptible and drug-resistant TB) and TPT coverage.
In September 2023, the Philippines renewed its commitment to new UNHLM targets which includes a total of 2.5M new TB cases to be notified by 2030. Tuberculosis is also identified as one of the eight priority health outcomes of the current administration with Zero TB Mortality as the goal to be achieved by 2028. With the higher targets and new commitments, there is a need to recalibrate the targets set and revisit the strategies in the TB-HIV Co-Financing Plan 2024-2026 and expand it to cover the period until 2030.
The TB Program National Strategic Plan (TB NSP) being proposed will cover 2025 to 2030 and will serve as the health sector medium term sub-plan of the PAAP-TB 2023-2035. It will provide guidance to decision makers, program managers and health care workers on TB program implementation in the years covered.
The Development of the TB Program National Strategic Plan 2025 – 2030 (TB NSP) aims to:
  • Update the targets of the National TB Program for 2025 to 2028 to align with the National Objectives for Health, Eight point-agenda and eight priority health outcomes, Philippine Accelerated Action Plan for TB (PAAP-TB) and UN High Level Meeting Commitments
  • Develop and prioritize strategies that will be implemented to achieve the new targets
  • Identify the need for subplans of specific thematic areas in TB control
  • Determine the funding for the health sector needed to implement the plan
USAID’s TB-Free Luzon is engaging a consultant to support the Disease Prevention and Control Bureau (DPCB) as a financing/costing expert for the TB NSP 2025-2030.
Objectives:
The objective of this consultancy is to assist the DPCB in developing the budget plan as well as funding landscape analysis for the TB NSP 2025-2030.
Tasks and Level of Effort:
Under this scope of work, the consultant will perform the following tasks with the corresponding level of effort:
  • Review the terms of reference for TB NSP 2025-2030 development and the financing section of the previous TB strategic plans:
  • 2020-2023 Updated Philippine Strategic TB Elimination Plan
  • 2024-2026 TB-HIV Co-financing Plan
  • TB NSP 2025-2030 Workshop outputs and documentation

  • Participate in the following workshops/consultations for the TB NSP
  • TB NSP Task Force Meetings (scheduled Sept 15, Nov. 12, Dec. 3)
  • Broader stakeholder’s consultation (scheduled Nov 14)

  • Participate in meetings convened by DPCB-HIV/AIDS and TB Prevention and Control Division (HATPCD) in preparation for or to discuss outputs of abovementioned activities

  • In coordination with the TB Advisor, present technical outputs during TB NSP meetings

  • Develop the Budget plan for the TB NSP 2025-2030 based on key activities identified in draft report

  • Develop the funding landscape analysis based on information provided by DPCB (e.g., budget trends), publicly available reports (e.g., Philhealth reports) and other data sources

  • Review comments of NSP Task Force and broader stakeholders to the draft budget and landscape analysis, and revise accordingly

All outputs shall be submitted to the DPCB through the TB Advisor. The TB Advisor, with concurrence from the DPCB NTP Manager, shall give final approval of the outputs and endorse completion of the deliverable to USAID TB-Free Luzon.
Period of Performance:
The above duties and responsibilities will be conducted by a senior consultant. The level of effort (LOE) is initially estimated at 22 days from or around November 10, 2024 – January 15, 2024. Adjustments to the LOE and term extension will be upon mutual agreement between the consultant and USAID TB-Free Luzon in consultation with DPCB-HATPCD.
Experience and Competencies:
  • A master’s degree in a relevant discipline with a health focus (health economics, public health and management)
  • At least 10 years of relevant experience in consulting for and/or managing public health programs related to health financing and health economics (reports from previous work may be requested)
  • Excellent verbal and written communication skills in English
  • Advanced proficiency in excel or other software used for budget preparation and financial analysis
Reporting:
During the assignment, the consultant will report to the TB Advisor of the DPCB-HATPCD. The consultant/Deputy Chief of Party of USAID’s TB-Free Luzon. S/He will also work with the Technical Writer who will write the strategies and key interventions of the TB NSP 2025-2030.
