Project Description
The recently awarded United States Agency for International Development (USAID) Philippines’ U.S.-Philippines Partnership for Skills, Innovation and Lifelong Learning (UPSKILL) Program will strengthen the Philippine higher education system to support broad-based, inclusive growth and become a key driver of development. It will do this by strengthening the innovation capacities and workforce development functions of Philippine higher education institutions (HEIs) in faculty development, curriculum improvements, and engagement with industry and international partners, as well as overall improvements in HEI management and administration. The Activity will also support improvements in the regulatory environment to improve governance in the sector, support Philippine policies in strengthening human capital development, and provide a platform for convergence for local stakeholders to work together in achieving shared development goals.


Responsibilities

Reporting to the Operations Manager, this position is primarily responsible for implementation of recruitment procedures, employee benefits, performance evaluation and management, compensation planning, new hire orientations and other HR programs. They will assist the Operations Manager in providing guidance and support to managers and staff regarding HR programs and processes, including corrective action and other personnel issues, and in ensuring that HR policies and procedures are appropriately executed, in compliance with the Labor Code and RTI’s HR policies. They will also execute and manage UPSKILL technical consultants.

Responsibilities of this position include, but are not limited to:
  • Implement recruitment procedures from job posting, screening of CVs, organizing interviews, documentation for offers and hiring and other pre- and post-employment procedures;
  • Ensure strict compliance of HR policies and guidelines in the LN Employee Handbook, the RTI Code of Conduct and local labor laws and client rules and regulations;
  • Facilitate coverage and utilization of private medical insurance (PMI) and group life insurance plans for staff, including but not limited to, benefits orientation, tracking of expiration, processing and following up on renewals, in coordination with other RTI projects, RTI regional and project procurement in-charge;
  • Handle HR reports required by the Asia Regional Office (ARO), including but not limited to PARs, Code and Employee Handbook acknowledgments;
  • Handle implementation of Dynamic Development and Connect processes, EDIB Goal initiatives, including but not limited to, disseminating schedules and other information to staff, providing guidance on the process, coordinating system-related issues;
  • Assist in the implementation of RTI’s HR programs including, but not limited to, Lead Forward, EDIB, Develop and Grow, Wellness Program;
  • Assist the COP and DCOP in the implementation of RTI’s compensation planning and annual awards, as needed
  • Organize and conduct employee orientations for new project hires, including but not limited to, coordinating with managers, Finance, Admin and IT to ensure orientations are conducted, communicating employee benefits, policies and procedures for availment, and monitoring new hire orientation checklist;
  • Compile and track employee leave ledgers to ensure leave credits and leave utilizations are recorded and updated, for reporting to management and for communicating leave balances to staff;
  • Organize and manage HR files (personnel and non-personnel files), both in electronic and paper formats, and all HR trackers;
  • Support technical consultant hiring and management process, including competition, rate negotiation, issuing contracts, maintaining files, and closing out contracts;
  • Perform other related HR duties as assigned.

Qualifications
  • Master’s degree and 3 years of experience or Bachelor’s Degree and 5 years of experience
  • Extremely organized and is diligent in maintaining files, records, and data
  • Demonstrates commitment to RTI’s mission, vision and values
  • Strong interpersonal/relationship building skills
  • Working knowledge of the local labor law
  • Excellent knowledge of MS Word, Outlook, Power Point, Excel
  • Excellent oral and written communication skills
  • Strong influencing and coaching skills
  • Ability to work in a fast-paced environment and meet deadlines under pressure
  • Ability to multi-task
  • Ability to work independently and within matrix project and program teams
  • Attention to detail and accuracy
  • Culturally sensitive and respectful
