Project Description

The United States Agency for International Development (USAID) U.S.-Philippines Partnership for Skills, Innovation and Lifelong Learning (UPSKILL) Program aims to strengthen the Philippine higher education system to support broad-based and inclusive growth. It will do this by strengthening the innovation capacities and workforce development functions of Philippine higher education institutions (HEIs) through faculty development, curriculum improvements, and engagement with industry and international partners, as well as overall improvements in HEI management and administration. UPSKILL will also support an enabling regulatory and policy environment to improve governance in the sector and provide convergence platforms for local stakeholders to work together in achieving shared development goals.


In addition to working with the Commission on Higher Education (CHED), UPSKILL partners with other stakeholders mandated to build a dynamic innovation ecosystem. UPSKILL is working with the National Economic and Development Authority (NEDA) in in its implementation of the Philippine Innovation Act passed in 2019. To achieve the goals of this law, the National Innovation Council approved the conduct of the National and Regional Innovation Awards and Competitions (NRIAC). The NRIAC or Filipinnovation Awards is an annual competition that aims to showcase Filipino innovators who are prepared for early-stage commercialization. This competition seeks to encourage stakeholders to actively participate in innovation, demonstrating their capabilities and achievements while making significant contributions to the national agenda of fostering a culture of innovation. The competition is envisioned to be the most prestigious innovation awards in the country.
Qualifications:

• Bachelor’s degree in Multimedia Arts, Graphic Design, or related field
• With at least 3 years of experience as a Motion Graphics Animator
• Proficient in multimedia software such as Adobe Creative Suite (Photoshop, Illustrator, After Effects, Premiere Pro)
• Knowledgeable on open-source animation/video-editing software such as but not limited to Blender, Render Man, Open Toonz
• Comprehensive portfolio showcasing a range of multimedia projects, including graphic design, motion graphics and video production
• Ability to create multimedia assets that follow brand guidelines
• Experience working with government agencies, preferred

Assignment Description

RTI International (RTI) is seeking a Motion Graphics Animator for the Filipinnovation Awards. The final output for the engagement must include the following:

• One (1) three to five-minute animated video for the launch; and
• One (1) 30 to 60-second animated teaser video.

The Motion Graphics Animator is expected to perform the following tasks:

• Collaborate with the project team to understand the vision and objectives of the Filipinnovation Awards;
• Design and produce the animation, including graphics, characters, and scenes that align with the established concept;
• Ensure the high-quality visuals that are engaging and appropriate for the target audience;
• Select or create appropriate background music and sound effects to enhance the animation;
• Integrate voice-over narration from the end user;
• Produce the 2 animated videos, as mentioned;
• Incorporate feedback from the project team during the production process;
• Allow for up to three rounds of revisions to ensure the final product meets expectations;
• Provide the final animated video in various formats suitable for online distribution and presentations; and
• Ensure all assets are delivered in a timely manner.
