PROJECT
Médecins Sans Frontières started working in the Philippines in 1984 but has a permanent presence since the Typhoon Haiyan response in 2013. The Tondo Project started in 2021 and aims to search, treat, and prevent TB. It is carried out in partnership with the Manila City Health Department and in support of the National TB Program. There are 4 components of the project: (1) Health Promotion and Community Mobilization, (2) Active Case Finding (ACF), (3) Contact Investigation and TB Preventive Treatment and (4) Operational Research.
The Tondo TB Project of Médecins Sans Frontières - Philippine Branch is looking for a Mobile Health Clinic - TB ACF Supervisor.
Project : based in Tondo, Manila
Contract Duration: Project term contract (6 months with possibility of extension)
Main purpose of the position
In close collaboration with the Project Medical Referent; Plan, organize, and evaluate the activities concerning nursing and the team associated, according to MSF values, policies and protocols and universal health standards, in order to warrant the quality and continuity of the health care and the development of the plan of action.
Main Responsibilities :
· Carry out the functions and tasks associated to nursing i.e. perform as a nurse or anesthetist, whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience.
· Implement all the protocols and hygiene procedures, and supervise his/her team follow the same standards, in order to warrant the quality of the care and service in his/her specialty.
· Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, in order to ensure the coverage of the human resources needs and maintain high standards of quality.
· Carry out and/or supervise the ( decentralized) pharmacy and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.)in his or her department, in order to satisfy the needs of material with efficiency and effectiveness.
· Ensuring that all staff using medical devices are qualified and trained. Ensuring that cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.
· Carry-out and/or coordinate administrative (exit-paper, transfer-paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activity in the project, output/ outcome and support decision-taking.
· Give feedback/ reports to medical focal point.
MSF Section/Context Specific Accountabilities:
- Assist the Project Medical Referent in the overall supervision of the operation of the team from planning to actual field activities;
- As a crucial member of the ACF team, be prompt in decision-making during field work especially when on-site issues arise, since patients will rely on this for the next steps in the ACF circuit as well as in the overall flow of the ACF patient circuit.
- Assists the Project Medical Referent in leading the team in the conduct of the ACF activities, ensuring its proper implementation and smooth patient flow.
- Following the Guidance Documents and Patient Management pathways, ensures that all patients undergo the necessary screening steps within the ACF circuit.
- Ensure a safe and healthy workplace (both in the office and in the community) by adhering to the prescribed infection prevention and control standards and adherence to security precautions;
- Prepare the schedules of the team, including the leave arrangement, with the allocation of work done in a fair and equitable manner;
- Facilitate the participation of the team members in the learning and development activities;
- Responsible for the physical resources and properties of the organization and to immediately report to the Project Medical Referent any case of malfunction, damage or loss;
- Participating in project coordination and medical team meetings discussing different issues;
- Coordinates with the Project Medical Referent and the project’s Logistics Manager or his alternate in the management of the ACF team’s medical supply needs and monitoring of its the rational use in the field;
- Assist the Project Medical Referent in the preparation of the monthly medical and logistical orders needed to implement the medical activities;
- Oversees the Radiologic Technologist in the proper implementation of X-ray practices according to MSF and FDA standards.
- Generate monthly, quarterly, and yearly reports of ACF activities to be submitted to the Project Medical Referent as part of the medical report.
- Coordinates and collects from the designated team members the pre and post ACF data collection, handling, and documentation and submits it to the Project Medical Referent as a report;
- Ensures that all patient forms/records, official CXR results and Gene Xpert results are complete, received, encoded, compiled and safekept along with the person responsible, strictly adhering to data privacy laws.
- With the Project Medical Referent, attends external partner meetings as necessary for discussion, updating and activities improvement of the project.
- Coordinate with key persons (e.g. HC TB Nurse, NTP Medical Technologist Coordinator, etc.) as necessary and appropriate in the proper conduct of the activities pre and post ACF.
- Participate in decision-making activities with regards to the Tondo TB project;
- Strictly adhere to the guidelines on data confidentiality and privacy;
- Participate in medical emergencies or outbreak response in the project location when needed.
- Perform other tasks that may be validly delegated in furtherance of the objectives of the project.
Workplace: Tondo, Manila, accessible and near LRT station
Type of contract: 6 month’s Fixed-term Contract (with 3-months’ probation) possible extension
Level of position: Level 8 of MSF transparent function grid, with a highly competitive remuneration

REQUIREMENTS
Education: Bachelor of Science in Nursing with valid Professional Regulation Commission license.
Experience: Essential 2 years of previous supervisory experience in a hospital or medical project setting. Having worked in MSF or other NGO’s and in developing countries is desirable. Language: Filipino (Tagalog) and English; Experience in TB programs/context preferable. Experience in Community outreach activities or projects highly desirable.
Knowledge: Essential computer literacy (word, excel and internet)
Language: Proficient in English and Tagalog both written and oral
Competencies: Results and Quality Orientation L2, Teamwork and Cooperation L2, Behavioral Flexibility L2, Commitment to MSF Principles L2, Stress Management L3
Languages: Proficient in English and Tagalog both written and oral.
