Context:
Information and Communications Technology (ICT) enables the IOM to achieve its mission to
facilitate orderly, safe, regular and responsible migration and mobility of people by delivering
transformative information and technologies to its staff working in over 160 countries.
ICT provides enhanced enterprise core services and enables the organization to operate as one
strategic and coordinated entity. ICT services range from: establishing the infrastructure to
reach and connect staff, humanitarian stakeholders and parterns; providing the devices and
agile technology and information applications to facilitate delivery through decentralized
services; creating and maintaining tools to integrate information across the IOM, the clients we
serve and the countries we operate; and delivering the computing power needed to analyze
development and humanitarian challenges and identify solutions.
The ICT business model combines dedicated business solutions centres that provide services

tailored to specific IOM business needs and shared services that provide infrastructure,
applications and platforms to the entire organization.
Under the direct supervision of the Senior ICT Officer (Infrastructure and Cloud Technology) and
the overall supervision of the Chief, Enterprise Architecture and Technology, the ICT Officer
(Cloud Dev OPS Engineer) will be responsible for developing, designing, implementing and
supporting of cloud technology and solutions to meet specific business needs.
Core Functions / Responsibilities:
1. Develop, implement and manage Continuous Integration and Continuous Deployment (or
Continuous Delivery) (CI/CD) pipelines using Azure Dev OPS tools for efficient software delivery.
2. Automate build, test and deployment processes to improve software release cycles.
3. Create and maintain Infrastructure as Code (Ia C) templates for provisioning and managing
Azure resources.
4. Ensure consistent and repeatable infrastructure deployment.
5. Manage and configure Azure Dev OPS tools and related technologies for version control,
build, release and monitoring.
6. Migrate on-premises workloads to the cloud. Once in the cloud, monitor and optimize them for
performance and cost.
7. Implement monitoring solutions to track application performance and system health.
8. Respond to incidents and troubleshoot issues to ensure system reliability.
9. Integrate security measures and compliance checks into the CI/CD pipelines.
10. Ensure that applications and infrastructure adhere to security and compliance standards.
11. Collaborate with development, operations and QA teams to streamline processes and
improve collaboration.
12. Develop scripts and automation solutions to improve operational efficiency.
13. Standardize and automate repetitive tasks.
14. Create documentation for processes, procedures and configurations.
15. Provide training and knowledge transfer to team members.
16. Be accountable for the performance and reliability of CI/CD pipelines, ensuring they meet
business requirements.
17. Integrate security and compliance into the development and deployment process.
18. Be accountable for the effectiveness of monitoring and incident response, ensuring that
applications and systems remain reliable.
19. Foster a collaborative and knowledge-sharing culture within the team and with stakeholders.
20. Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education

• Master’s degree in Computer Science/Engineering, Information Technology, or a related field

from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.
• Professional certification in AWS Certified Dev Ops Engineer – Professional or Microsoft

Certified: Dev Ops Engineer Expert may be considered an equivalent diploma with 10 years of
relevant professional experience. Experience

• Experience in designing, configuring, and managing CI/CD pipelines using Azure Dev Ops for

automating application build, testing, and deployment processes.

• Experience with Ia C tools like Azure Resource Manager templates, Terraform or Ansible.
• Experience in Implementing security best practices, access control, and compliance measures

in Azure Dev Ops pipelines. Ensuring that deployments meet security and compliance
standards.

• Experienced with information management practices, system development life cycle

management, IT services management, infrastructure and operations and EA and ITIL
frameworks. Skills

• Knowledge of Azure/AWS ecosystems: software as a service (Saas), infrastructure as a

service (Iaa S), platform a a service (Paa S), SOA, APIs.

• Exposure to Data Centre Optimization, Data Centre Management Processes, Virtualization,

public cloud services (AWS and/or Azure).

• Exposure and understanding of existing, new and emerging technologies and processing

environments.

• Azure Dev OPS Expertise: Strong proficiency in Azure Dev OPS services and tools including

Azure Pipelines, Azure Repos and Azure Artifacts.

• Proficiency in scripting languages such as Power Shell, Bash or Python for automating tasks

and configurations.

• Understanding of security best practices and compliance standards in a Dev OPS environment.
• Demonstrated analytical and problem-solving skills to address complex technical challenges.
• Excellent communication and interpersonal skills for effective collaboration and documentation.

Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of French
and/or Spanish and/or another official UN language (Arabic, Chinese, and Russian) is an
advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
