Context:
The Institutional Performance Division oversees the development and implementation of the
institutional framework and policies for project development and delivery. The Division has two
Units – the PRIMA Unit and the Project Coordination Unit.

The Division is responsible for enhancing methodologies, tools, and competencies to support
project development and delivery and assist IOM’s management and staff in programme
reporting and institutional performance data. This includes oversight of the project cycle
processes within IOM encapsulated within the IOM Project Handbook.


The Division supports institutional compliance with IOM rules, regulations, and policies relating
to project development, implementation and reporting through regular cross-functional reporting
on issues of concern to address recommendations made in external and internal audits and
other internal and external Organization-wide reviews.

The Division seeks to integrate structured, evidence-based and action-oriented information on
IOM programming and projects internal governance matters, internal controls and compliance
gaps through dedicated proactive management reviews of processes and systems to strengthen
the Organization’s delivery of programs and projects in line with the organization’s strategic
plan.

Under the overall supervision of the Senior Director, Office of Strategy and Organizational
Performance (OSP), and the direct supervision of the Deputy Director, OSP, and in close
collaboration with other Divisions and Units within OSP, as well as across the organization, the
Chief, Institutional Performance Division will provide expert advice and support to
organisational performance and compliance with IOM rules, regulations and policies.

Core Functions / Responsibilities:
1. Oversee and provide strategic advice for development and implementation of IOM's project
lifecycle management policy, standards and tools through the IOM Project Handbook, ensuring
the quality assurance and compliance of IOM's project portfolio.

2. Oversee and provide strategic advice for the application and ongoing refinement of the IOM
online Project Portfolio Management System(PRIMA) to develop and track projects and
linkages to external and internal reporting frameworks.

3. Develop and deliver guidance, training and support to IOM's regional offices, country offices
and thematic units on institutional performance and project management matters, ensuring
alignment with IOM's strategic plan, objectives and priorities.

4. Facilitate and strengthen the coordination and collaboration among IOM's project
management and staff and promote a culture of learning and innovation.

5. Represent IOM in inter-agency and external forums on institutional performance and project
management issues and foster strategic partnerships.

6. Coordinate and collaborate with relevant IOM Departments, Divisions, Units and Offices, as
well as donors on project development, delivery and reporting institutional performance in the
context of the IOM Project Portfolio.

7. Establish mechanisms to promote compliance with procedures outlined in the IOM Project
Handbook and PRIMA and provide regular reporting on institutional performance and
compliance issues of concern with a focus on addressing recommendations to improve project
proposal quality, project management and project delivery.

8. Monitor and track internal performance metrics of IOM and provide analysis on underlying
causes, propose solutions, and advise the OSP in providing progress reports on deliverables as
well as points for decision and positioning.

9. Manage the human and financial resources of the Institutional Performance Division.
10. Perform other related duties as required.

Required Qualifications and Experience:
Education
  • Master’s degree in Political or Social Sciences, Business Administration, International
Relations, Law or a related field from an accredited academic institution with ten years of
relevant professional experience; or,
  • University degree in the above fields with twelve years of relevant professional experience.
Experience
  • Experience in Project Portfolio Management Systems. Familiarity with IOM’s Project
Handbook, or similar UN or organizational project guidelines, is highly desirable;
  • Experience in the field of migration issues, including operational and field experience, IOM
project development, project management and reporting;
  • Experience at an international level in facilitating senior management communication, fostering
cross-cutting initiatives across Organizations, in the fields of project development, delivery and
reporting;
  • Experience at an international level in development, emergency response and humanitarian
operations, experience at regional and country-level programming a distinct advantage;
  • Experience and strong knowledge of humanitarian principles, IOM rules and regulations, and
diplomatic relations;
  • Experience in liaising with governmental authorities, donors, academia, other
national/international institutions and NGOs; and,
  • Strong experience at an international level in leading multi-cultural teams, and supervising.
Skills
  • Strong knowledge of Project Cycle Management (PCM) and Results Based Management
(RBM) approaches.
  • Working knowledge of ERP Systems such as SAP and Oracle, or other relevant systems
covering financial aspects of project monitoring.
  • Experience in developing and delivering projects.
  • Experience in monitoring and evaluation an advantage.
  • Directing and mentoring staff.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
