The Need
For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, we are seeking a law enforcement professional and strategic leader for the position of Director, Investigations and Law Enforcement Development (ILED), Thailand.
The Director of ILED will lead strategies and activities targeted at reducing the prevalence of the forced labor trafficking through sustainable improvements in the performance of local law enforcement. The position is responsible for designing and driving program efforts to strengthen the capacity and effectiveness of Thai law enforcement units nationwide to enforce laws against forced labor and labor trafficking (FL/LT) to protect vulnerable Thai and foreign workers, especially Myanmar and Cambodian migrant workers exploited across a range of industries in Thailand. Successful law enforcement strengthening efforts will result in consistent victim identification and suspect arrests by local and national law enforcement units, quality and efficient investigations and strong cases for prosecution. The position is responsible for analyzing and identifying barriers to law enforcement prioritization and performance on FL/LT cases and driving strategies to transform the effectiveness of law enforcement’s response.
The Director of ILED will need to use strong and active networking, relationship and interpersonal skills to identify and build strategic relationships with Thai law enforcement leaders at the local, provincial and national level, especially within the Royal Thai Police and Department of Special Investigation, while skillfully navigating cultural and internal dynamics to achieve program outcomes successfully. The Director of ILED will also contribute to IJM’s overall justice system strengthening program efforts across the entire criminal justice system by working closely with other IJM program leaders and Thai government inter-agency counterparts. In addition, the Director of ILED leads IJM Thailand’s ILED team of local caseworkers and analysts to identify potential cases in the field and bring them to law enforcement for investigation, rescues and arrests, while working closely with IJM’s Legal and Survivor Services teams. The position will also work closely with IJM’s Cambodia and Myanmar offices to investigate cross-border human trafficking cases and strengthen bi-lateral justice system mechanisms.
This position is based in Bangkok, Thailand and will require travel within Thailand. This position reports to the Country Director, Thailand with a dotted-line, matrixed report to the Regional Specialist, ILED, Forced Labor Programs, Asia Pacific.
Responsibilities:
Team Leadership and Management

Provide leadership to the ILED team, directing ILED team efforts to secure victim relief and perpetrator accountability in cases of forced labor and labor trafficking and efforts to strengthen law enforcement performance in FL/LT cases.

Develop, train, mentor and manage ILED staff to be an effective team and active in identifying cases of FL/LT in the field by working with victims, witnesses, informants and operatives to gather information on potential cases.

Train, mentor and supervise ILED caseworkers in the development and management of networks of informants and operatives who can provide specific and credible information on cases of FL/LT.

Manage the ILED team’s professional development and performance by developing clear annual performance goals and by providing regular coaching, feedback and support.

Provide coaching and encouragement to the ILED team to be resilient and healthy while gathering information on cases of violence and abuse, and ensuring the use of IJM’s staff care program resources personally and by the team.

Serve as an active and collaborative member of IJM Thailand’s Senior Leadership Team (SLT).
Program Strategy & Implementation
-
Design and lead the implementation of strategies to strengthen the prioritization and capacity of Thai law enforcement agencies, especially the Royal Thai Police and Department of Special Investigation but including other government agencies that can take enforcement actions, to effectively and efficiently investigate an increasing number of FL/LT cases, resulting in consistent victim identification, suspect arrests, quality investigations, strong cases for prosecution and deterrence to perpetrators.

Strengthen Thai police and law enforcement’s multi-disciplinary approach and collaboration with prosecutors and social welfare agencies to ensure effective case coordination and a victim-centered, trauma-informed approach.

Develop the political will, endorsement, and resources from key government and law enforcement partners for a strengthened law enforcement response to FL/LT cases.

Design, implement, monitor and evaluate strategies and best practices for effective IJM-assisted investigations and interventions by law enforcement partners on behalf of victims.

Contribute expertise, analysis and recommendations to guide the success of IJM Thailand’s overall justice system strengthening project’s goals and objectives.
Casework
-
Lead the ILED team’s efforts to identify and investigate potential cases of FL/LT and submit them to law enforcement partners for intervention, ensuring that victims are protected from violent abuse, identified as victims through the Thai government’s National Referral Mechanism and multi-disciplinary team victim identification process, and that perpetrators abuse are held accountable under the law.

Develop and manage an active network of reliable operatives and informants who can provide specific, credible information regarding cases of FL/LT and whose performance are regularly evaluated.

Work as a team in collaboration with IJM’s Legal and Survivor Services teams to plan for and support law enforcement operations to rescue victims and arrest perpetrators, ensuring effective coordination among team leaders and government agencies.

Ensure the safety and security of ILED’s operations and fieldwork, in coordination with IJM Thailand’s Safety and Security Coordinator and the Country Director.

Work closely with IJM’s Global OSINT Analyst at the IJM Global Fusion Center in Washington, DC to monitor, track and investigate cases and produce actionable intelligence to strengthen Thai law enforcement efforts.

Design and implement rigorous systems for monitoring, evaluating and reporting ILED activities and effectiveness.
-
Train, monitor and manage timely reporting and documentation of case information by ILED caseworkers using IJM’s casework data reporting and case management systems.
Networking & Partnerships
-
Develop and cultivate effective working relationships with the leadership and key government officials of Thai law enforcement agencies, especially the Royal Thai Police and Department of Special Investigation, with the aim of securing buy in and adoption of initiatives to strengthen effective law enforcement responses to forced labor and labor trafficking.

Develop collaboration among all stakeholders in the justice system pipeline while networking and looking for ways to create new partnerships or solutions to meet existing or new challenges related to Thailand’s FL/LT response.

Develop and maintain good collaborative working relationships with foreign embassies and missions, other non-government organizations (NGOs), UN agencies, and other relevant organizations in the mission to combat FL/LT cases.

Develop and maintain good working relationships with other IJM Forced Labor program offices within the Asia-Pacific (APAC) region, partnering across countries to work on cross-border cases and strengthening of bi-lateral justice system mechanisms.

Contribute to the advocacy efforts of IJM’s program to generate political will, endorsement, and resourcing to end the forced labor and trafficking of vulnerable Thai and foreign migrant workers in Thailand.
Training and Development
-
Accompany and assist Thai law enforcement partners in the investigation of cases, identification of victims, gathering of evidence, and arrest and prosecution of perpetrators.

Design and lead strategic training, curriculum development, capacity building, or reform efforts to sustainably strengthen the effectiveness of law enforcement units at the local, provincial and national in response to FL/LT cases.

Provide expert consultation and technical assistance to law enforcement partners in the investigation of cases.
Communication
-
Effectively represent and leverage IJM Thailand’s work and experience with key constituents and stakeholders internally and externally, including Thai government officials, NGO and UN agency partners, and IJM Global and Regional leaders.

Provide the Program Support team necessary information for internal reporting on program efforts.
Policies and Procedures

Ensure ILED team members understand and comply with all IJM policies and procedures, best practices, and local law.

Ensure ILED team members utilize IJM’s Justice Data Solution (JDS) system in Salesforce for case documentation.
-
Increase the ILED team’s effectiveness, efficiency, and organization by developing, maintaining, and updating operating protocols, as necessary.
General Tasks

Contribute to visits by IJM staff, guests, and donors.

Perform other related duties and tasks as assigned by the Country Director.
Qualifications:
Education & Experience
-
Bachelor’s Degree in a relevant discipline preferred; comparable training and experience will also be considered.
-
Minimum 5-10 years of experience leading criminal investigations or leading law enforcement strengthening programs with a law enforcement agency, international development organization, international organization, private investigative or security firm, or other relevant agency, organization or experience.
-
Experience in program/team leadership and in a people management/supervisory capacity.
-
Experience in project management and program implementation within the government sector, NGO or private sector.
-
Experience leading and managing international and/or cross-cultural teams preferred.
-
Prior experience living and working internationally and cross-culturally, strongly preferred.
Technical Competencies
-
Experience leading criminal investigations and establishing, developing and managing effective operative and informant networks to gather information on potential crimes, suspects and victims.
-
Experience in planning, organizing and implementing law enforcement capacity building or police reform efforts.
-
Understanding of law enforcement theories and methodologies such as community policing, problem-oriented policing, intelligence-led policing, etc.
-
Experience preparing plans at the strategic, tactical and operational levels for investigative activities and operational security.
-
Experience with forced labor and human trafficking investigations preferred.

Experience conducting, supervising and coaching personnel in undercover or discreet investigative operations.

Strategic planning skills and experience.

Analytical skills: ability to assess, understand, and iterate creative solutions to complex problems.

Leadership, team building, mentoring, coaching, consulting, and training skills.

Experience using digital forensic analysis equipment and programs and other investigative programs and tools preferred.

Proficiency with Microsoft Office applications, particularly Outlook, Word, Power Point and Excel.

Thai driving license or ability to obtain one and drive safely and competently in Thailand in urban and rural areas.
